About Business Operations Manager

  Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Facility Manager, Supreme Court Buildings and Grounds Supreme Court. The selectee will serve as the Business Operations Manager, providing essential business services and management leadership related to procurement, budget, material management, human capital management, and strategic planning in support of the goals and operations of the Supreme Court. Responsibilities Tour of Duty: Monday through Friday, 7:00 am - 3:30 pm The Business Operations Manager will serve as liaison with the Office of the Chief Financial Officer; Supplies, Services and Material Management Information Technology Division; Human Capital Management Division; , and other offices and jurisdictions of the AOC. The Office of the Facility Manager is organized in three Divisions: Supreme Court Operations and Maintenance (O&M) Supreme Court Capital Programs and Thurgood Marshall Federal Judiciary Building (TMFJB) Facility Operations Divisions. Develops and oversees the $15M annual facility maintenance and construction programs for the Supreme Court Buildings and Grounds and the $32M annual facility maintenance and project programs for the Thurgood Marshall Building. Duties: Budget Formulation, Execution and Financial Management Oversees and manages the Supreme Court's budget operations, including long- and short-term budget formulation and execution. Analyzes appropriation legislation for impact on assigned programs and funds. Develops planning and performance analyses and evaluations that encompass programmatic budget milestones. Leads planning of management and decision-making for effective resource allocation. Analyzes financial and budget control and balance statements to ensure proper execution of funds. Oversees the administration of travel and training requirements and funding for a variety of programs, ensuring that travel and training requests are within budget allocations and in support of programmatic priorities. Acquisition, Program Management and Material Management Leads procurement processes and serves as the primary liaison for procurement efforts. Provides expert guidance to Supreme Court Buildings and Grounds (SCBG) staff in a broad range of procurement activities, including purchase cards and contracts. Reviews scopes of work, solicitations, and cooperative agreements. Initiates procurement actions supporting Supreme Court's Buildings and Grounds mission. Prepares requisitions and serves as a Contracting Officer’s Technical Representative (COTR). Oversees SCBG purchase card program. Oversees SCBG minor property program. Ensures that SCBG meets all government and agency regulations, policies and procedures. Provides procurement advice and assistance to program managers and technical end users on contract and procurement policies, problems, or issues. Strategic Planning, Evaluation, Analysis and Reporting Performs studies and reviews to understand and plan for organizational structure, policy, process, operation, and financial implications. Recommends changes to improve efficiency. Develops and leads implementation of strategic plan initiatives for SCBG and oversees efforts to meet broader AOC strategic planning goals. Identifies and develops data required to manage and direct programs, including developing, monitoring and reviewing dashboard metrics. Develops comprehensive reports regarding improvements or changes needed to reach current and future strategic goals. Compiles information and generates responses to reporting requests from the AOC, Office of Inspector General (OIG) and Congress. Human Capital Management Leads the development and implementation of human capital management programs at SCBG. Serves as the primary interface to the Human Capital Management Division (HCMD) for the coordination of talent acquisition and position classification, position management, employee and labor relations issues, human capital planning, and performance management. Implements programs to further the goals of equal employment opportunity (EEO) goals by taking positive steps to ensure the accomplishment of EEO objectives and by adhering to nondiscriminatory non-retaliatory employment practices in regard to race, color, religion, sex, sexual orientation, genetic information, national origin, age or disability. Guides SCBG Supervisors in developing multi-year organization and plans to better align staff competencies to needs and strategic vision. Works cooperatively with HCMD’s Training and Employee Development Branch to ensure that training efforts are in line with the AOC mission, objectives, policies and procedures. Supervisory Duties Exercises the full range of supervisory responsibilities for a team of administrative staff and additional assigned employees supporting operations across SCBG. Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system. Enriches and develops employee skills through coaching, mentoring and training. Requirements Conditions of Employment You must be able to pass a drug test. To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM Qualification Standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-14, candidates for this position must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as having experience: (1) Providing administrative and technical leadership or supervision to employees; (2) Managing budget operations, including long- and short-term budget formulation and execution; (3) Serving as Contracting Officer’s Technical Representative (COTR) or equivalent experience managing contracts; (4) Interfacing with a Human Capital Management Division or equivalent organization for the coordination of talent acquisition and position classification, position management, employee and labor relations issues, human capital planning and performance management; and (5) Applying business and management principles involved in strategic planning and coordination of people and resources. Education There is no educational requirement; however, possession of a bachelor’s degree from an accredited college or university is a desirable for grades GS-14 and above in the Architect of the Capitol.
