ABOUT THE POSITION
The City of Fairfield is recruiting for a Building Engineering Plans Examiner — Associate Civil Engineer. This position will review plans and associated calculations/specifications for building construction, improvement, changes of use and alterations for compliance with applicable building codes and regulations.
Under general direction from the Chief Building Official or other management staff, the Building Engineering Plans Examiner — Associate Civil Engineer will exercise technical and functional supervision to support personnel. The Building Division is part of the city’s Community Development Department.

Minimum Qualifications
EXPERIENCE AND EDUCATION
Experience:
Two (2) years of professional civil engineering experience equivalent to an Assistant Civil Engineer with the City of Fairfield or three (3) years of professional civil engineering experience are required. Experience in the public sector, project management, contract administration, consultant selection, regulatory permitting, designing, constructing and / or maintaining municipal infrastructure is highly desirable.
If assigned to Plan Check Division:
Three (3) years of professional civil / structural engineering experience in the review of plans and specifications and/or the analysis and design of residential, commercial and industrial buildings is required. Supervisory experience is desirable.
Education:
A Bachelor's degree from an accredited college or university with major course work in civil engineering and possession of a current registration as a Civil Engineer in the State of California are required.
LICENSE AND/OR CERTIFICATE
Possession of, and the ability to maintain, a valid Class C California Driver's License are required.
Current registration as a civil engineer in the State of California is required.
If assigned to Plan Check Division:
In addition to the above, possession of a valid ICC (International Code Council) Plans Examiner Certificate is highly desirable and required within one (1) year of hire date.
Certification as a California CASp (Certified Access Specialist) is highly desirable.
Examples of Duties
Depending on area of assignment, duties may include, but are not limited to the following:
Meet with land developers, contractors, realtors, and consultant engineers and architects to explain City land development and building requirement policies.
Review subdivision final maps to insure compliance with State and City requirements and adherence to good engineering practice.
Prepare plans showing improvements to be made on specifications for City construction projects including street, water mains, park buildings, and storm drainage pipes construction.
Plan, assign, and direct the work of professional and subprofessional engineering staff in the planning and design of public works projects.
Direct the work of engineering survey crews.
Compile estimates, contract provisions and specifications.
Confer with subordinates on problems of design, materials and processes proposed in connection with new construction or major repairs.
Supervise the maintenance of files and records pertaining to subdivisions and public works construction plans.
Prepare written reports when required.
Review plans and specifications prepared by consulting engineers and subdividers.
Prepare and review various studies and surveys.
Prepare plans, specifications and estimates for assigned projects.
Perform related duties as assigned.
If assigned to Plan Check Division:
Monitor, prioritize and perform plan and calculation reviews for residential, commercial and industrial buildings, both for new construction and remodel / alteration work. Compare construction documents with applicable code requirements and identify discrepancies and deficiencies.
Review and interpret plans and specifications for residential, commercial and industrial construction; determine compliance with relevant codes and regulations; approve or recommend corrections to plans; make other code-related recommendations as appropriate.
Document correction items from plan reviews in a clear, concise and understandable manner; communicate and clarify items when necessary.
Provide engineering judgment and assistance to staff and permit applicants to facilitate complete submittal documents.
Resolve discrepancies between plans and field conditions.
Research existing construction documentation within the division to assist applicants in understanding implications of potential building alterations and code enforcement violations.
Coordinate with other staff and outside agencies when necessary to ensure comprehensive and consistent level of service.
Represent the division and communicate applicable concerns when meeting with land developers, homeowners, contractors, realtors, and consultant engineers and architects to explain building permit procedures and code requirements.
Provide assistance with meeting accessibility standard on new and existing construction.
Research code interpretations and keep current on related industry changes and code updates.
Provide training and backup to division staff as required.
Perform related work as assigned.
If assigned to Traffic:
Review or prepare traffic control plans for development or capital projects.
Conduct engineering studies for the installation of traffic control devices.
Prepare or review all phases of engineering design, plans and specifications for the construction of street lighting, traffic signals/interconnect, signing, striping and pavement markings.
Perform field inspections of traffic signal installations and operations, street lighting, signing and striping.
Conduct traffic and transportation studies; design, develop and implement traffic signal timing intelligent transportation systems and communication fiber/copper networks; perform system analysis and provide recommendations to improve signal system effectiveness through field observations or software tools such as Synchro.
Analyze crash and collision analysis of all modes and recommend mitigations to reduce trends.
Meet with residents, contractors, or developers to resolve conflicts involving traffic control devices.
Work with maintenance staff in implementing various traffic control devices.
Perform related duties as assigned.
Knowledge & Abilities
Knowledge of:
Principles and practices of civil engineering.
Design, construction and maintenance requirements of public works facilities.
Engineering mathematics.
Strength, properties, and uses of the materials of engineering construction.
If assigned to Plan Check Division:
Federal, state and municipal codes and regulations governing building construction, alteration, accessibility, use and occupancy (including building, mechanical, electrical, plumbing, energy, and green building standards codes).
Structural engineering principles and practices as applied to building design and construction.
Residential, commercial and industrial construction materials, methods and equipment.
Appropriate safety and fire prevention construction and building methods.
Ability to:
Learn and interpret City ordinances and department policies pertaining to public works.
Prepare detailed plans and specifications.
Establish and maintain relations with contractors, consultants, and other employees.
Supervise the work of other employees.
If assigned to Plan Check Division:
Apply engineering, construction and architectural principles and techniques (including load path, life safety, energy conservation, accessibility, etc.) to resolve construction-related problems.
Prepare clear, concise, accurate and grammatically correct reports, correspondence and other written materials.
Verbally communicate information and concepts so the intended audience may understand.
Interact tactfully and effectively with the public, City staff, homeowners, contractors, design professionals and outside agencies during the course of work.
Listen and express differences of opinion respectfully and resolve conflicts.
Use a computer and computer-related applications such as word processing, spreadsheets, permitting software, e-mail and internet research
Supervise the work of other employees as needed.
