We are Servant Leaders: Above all else, we are public servants working to improve opportunities for students and provide support to those who serve them.POSITION OVERVIEW:The Budget and Planning Division in the Office of Finance is seeking a Budget Manager who will be responsible for planning, assigning, assisting, and supervising the Budget Team with the preparation of required state and agency budgetary reports to ensure compliance with the General Appropriations Act and other applicable state and federal statutes. The work includes coordinating, examining, monitoring, and analyzing operating budgets and providing technical assistance to TEA staff and the Budget Team on budgetary matters. This position will report to the Assistant Budget Director and works under minimal supervision to perform highly advanced managerial budgetary work and other duties as assigned.Flexible work location within the state of Texas may be considered for qualified candidates.Please note that a resume, tailored cover letter, and short answer responses are required attachments for applying to this position. Incomplete applications will not be considered.ESSENTIAL FUNCTIONS:1. Team Management and Supervision - Supervises, assigns, and monitors the work of the Budget Team and ensures completion of tasks within established deadlines; sets performance standards; conducts employee evaluations; trains or coordinates staff development; and counsels staff regarding work rule violations.2. Reporting - Oversees, prepares, reviews, and analyzes financial reports related to general revenue, federal funds, reimbursements, fees, appropriated receipts, capital budgets, and other fund areas as assigned for review by management; determines appropriate use of funds, performs statistical analyses, develops budgetary reports, and develops and communicates solutions; and participates in collecting, organizing, analyzing, and preparing ad hoc reports requested by management, TEA staff, the Legislative Budget Board (LBB), the Office of the Governor (OOG), the State Comptroller of Public Accounts (CPA), and the United States Department of Education (USDE).3. Budget Development - Oversees and coordinates tasks associated with the LAR database, Base Reconciliation, Annual Operating Budget (AOB), Itemized Operating Budget (IOB) in conjunction with the Assistant Budget Director. Assists with the federal indirect cost rate plan, recommends and implements system process improvements to improve efficiency. Oversees annual system upgrade activities. Oversees the implementation of new legislation and supplemental appropriations.4. Analysis - Determines methodologies and techniques for analyzing the operating budget; examines the operating budget for completeness, accuracy and conformance with policies and procedures; informs management of budget deviations, problems, and events likely to impact operations.Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university Experience: At l ast five (5) years of experience in State of Texas agency budget management and/or development and budgetary experience with CAPPS, USAS, and/or ABEST systems. Two (2) years of supervisory and/or team lead experience is also required. Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Advanced knowledge of budgetary, accounting, financial concepts and management principles and practices and ability to interpret policies, procedures, and regulations Advanced analytical and problem-solving skills, able to work independently, prioritize assignments, be flexible, be highly organized, and work on multiple assignments at once with a high level of accuracy while meeting deadlines Degree in Accounting, Finance, or related field is preferred Highly skilled in Microsoft Office applications including advanced use of Excel (pivot tables, formulas, and macros); experienced in creating and working in Smartsheet and shared documents.
