Rutgers University- Newark (RU-N), an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise is seeking a Budget Analyst III. Under the direction of the Senior Budget Manager, the Budget Analyst will be involved in all aspects of the Budget & Finance Office's operation related to budget and fiscal responsibilities and grant management and reporting for assigned units.This position is multi-faceted with two primary areas of responsibility including
  • Support for pre and post-award administration and fiscal coordination of restricted funds, grants, and contracts for research and other non-sponsored programs awarded and assigned to the Office of the Chancellor
  • Lead and support for planning, developing, and implementing procedures for the effective management of the general operating budgets as well as performance reporting against same for assigned business units
  • Support and guide for Chancellor Office Principal Investigators (pi s) during pre-award and through post-award process to grant-end and prepare detailed budget reports, conduct monthly, quarterly, and grant-end reconciliations and analysis, investigate discrepancies and ensure accuracy and compliance
  • Provide general fiscal guidance, support and training for budgeting, forecasting, and monthly close to the key business personnel and leadership within assigned business units, specifically 5 to 6 to be identified cost centers
  • Make recommendations on policies and procedures related to budgetary models and other initiatives with budgetary implications to the University
  • Serve as a collaborative partner to provide leadership and guidance to assigned stakeholders with problem-solving, training, and strategy regarding grant management, reporting and financial related inquires

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System.   Qualifications

  

Minimum Education and Experience
  • Requires a bachelor's degree in accounting, finance, business administration or related field, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting and administrative principles and practices and university regulations governing accounting transactions.
  • Also requires a minimum of five (5) years' relevant experience working in a financial, accounting or data analysis function.

Required Knowledge, Skills, and Abilities
  • Must have collaborative work style, excellent communication skills and interpersonal skills. Strong writing skills sufficient to draft professional reports and correspondence that is clear and concise.
  • Excellent computer skills with advanced knowledge and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel, PowerPoint.
  • Must possess excellent financial analytical skills that allow for interpretation of budgetary, financial, and related management information, solid understanding of database structure and have the ability to manipulate complex data from multiple sources (i.e. advanced Excel formulas).
  • Strong work ethic and ability to manage multiple priorities simultaneously; excellent attention to detail with a high degree of accuracy and highly organized.
  • Knowledge and experience with journal entries, financial statement preparation, and general accounting concepts are also required.
  • Ability to work independently and exercise good judgment and discretion, especially with regards to sensitive or confidential financial or organizational matters.
Preferred Qualifications
  • Master's Degree preferred.
  • Specific knowledge of grants management and reporting. Experience in a University environment preferred.
  • Knowledge of Rutgers University budget and accounting procedures strongly preferred.
  • Strong preference will be given to candidates with knowledge of Grant Management, Responsibility Center Management, Tableau, Oracle ERP Cloud, and Oracle Hyperion Planning software.
