Responsibilities
Noblis is seeking experienced Budget Analysts for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located in the Maryland area. Successful candidates in this position will collaborate with a diverse group of individuals across the intelligence community and directly contribute to development and implementation of Agency budgets.
COMPLEXITY: Problems are complex and typically impact multiple areas or disciplines. Provides measurable input to new solutions, processes or standards in order to achieve functional/project objectives.
Primary Responsibilities – Financial Services Budget Analyst,requires knowledge and application in the following areas:
Conduct budget analysis of financial data calls and portfolio reviews.
Development and evaluation of fiscal program builds. Coordinate with other Agencies.
Develop spend plans, tracking spending and execution, documenting financial commitments, obligations, and expenses.
Draft inputs to the Congressional Budget Justification Book (CBJB) to Congress
Participate in the Intelligence planning, Programming, Budget, and Evaluation (IPPBE).
Required Qualifications
Must possess an active TS/SCI with CI Polygraph
Junior Level
Bachelors degree with 2+ years of prior relevant experience or Masters with 0+ years of prior relevant experience.
Demonstrated experience with either budget formulation or budget execution activities
Demonstrated experience with budget analysis
Demonstrated experience with IPPBE processes
Must have experience with working in the Intelligence Community
Compensation: $64,300 - $136,200
Journeyman Level:
Bachelors degree with 5+ years of prior relevant experience or Masters with 2+ years of prior relevant experience.
Demonstrated experience with either budget formulation or budget execution activities
Demonstrated experience with budget analysis
Demonstrated experience with IPPBE processes
Must have experience with working in the Intelligence Community
Compensation: $94,200 -$199,700
Senior Level
Bachelors degree with 10+ years of prior relevant experience or Masters with 7+ years of prior relevant experience.
Demonstrated experience with either budget formulation or budget execution activities
Demonstrated experience with budget analysis
Demonstrated experience with IPPBE processes
Must have experience with working in the Intelligence Community
Compensation: $114,100 - $241,500
SME Level
Bachelors degree with 12+ years of prior relevant experience or Masters with 9+ years of prior relevant experience.
Demonstrated experience with either budget formulation or budget execution activities
Demonstrated experience with budget analysis
Demonstrated experience with IPPBE processes
Must have experience with working in the Intelligence Community
Compensation: $138,500 - $241,500
Senior SME Level
Bachelors degree with 15+ years of prior relevant experience or Masters with 12+ years of prior relevant experience.
Demonstrated experience with either budget formulation or budget execution activities
Demonstrated experience with budget analysis
Demonstrated experience with IPPBE processes
Must have experience with working in the Intelligence Community
Compensation: $138,500 - $241,500

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
