Iowa Workforce Development is seeking applicants for the position of Budget Analyst 3 at our Administration office.
The Budget Analyst 3 position is a senior role within Iowa Workforce Development (IWD) Division of Accounting and Finance team. This position's core responsibility is to provide financial analysis of IWD's fiscal health to various levels of management within IWD, including review of payroll and field office cost allocation. This position also assists with the submission of IWD's state fiscal year budget and other required ETA federal reporting. The ideal candidate will be able to think critically, have a strong acumen of financial analysis, manage multiple priorities, adhere to deadlines, work with minimal supervision, and communicate effectively with various audiences.
Description of work and responsibilities:
The Budget Analyst 3 will provide assigned grants and programs analysis supporting division administrators and management. Perform assigned pre-audit level 4 and 5 functions for I/3 documents and transactions and prepare and ensure the accuracy and completion of State and Federal grant and program reporting and analysis.
The successful candidate will be responsible for developing internal reports of expenditure for all grants, programs, and divisions that are assigned. Also responsible for providing actual to budget analysis for state appropriations, and other sources of funding that are based on state fiscal year. Included with this task are documenting causes for variances to expected spend to date, significant purchases or expenses yet to be incurred, and forecasting available funds to spend. Assists with the preparation of federal and state grant budget submissions, including providing estimates of staff salary, fringe, indirect, and other related costs. Requires documenting rationale for various estimates used in the budget submission. Partners with various program staff on identifying specific expenses and provides guidance on what chart of accounts to utilize to ensure expenditures and revenues are reported to the correct grant.
The Budget Analyst 3 will provide summaries of expenses verses grant budget to ensure compliance with 2 CFR 200.308(e) for federal grants. Suggests to program staff when a budget modification may be appropriate. Assist program staff with preparing budget modifications, this includes in-depth analysis of current grant expenses and forecasting expenses. Responsible for performing analysis on eDAS charges to assigned division, grant and/or program. This includes documenting causes for variances and providing guidance to other accounting and finance team members on correcting entries.
You will prepare and submit all required federal and state reporting for the following federal grants: Wagner Peyser, RESEA, Registered Apprenticeship, Jobs for Veteran's State Grant and other federal and state funded grants/programs, specifically, but not limited to American Job Centers and Business Engagement Division's programs. Preparation includes reconciling grant expenditures and revenues, identifying accruals to be reported, calculating fringe benefit costs when required for reporting, identifying causes for excess cash, reporting administrative expenses, documenting recipient share when required for reporting, and identifying any other required reporting as dictated by the federal and state funded program. Assist other Budget Analysts with submission of federal and state reports, including preliminary review.
Assists with the preparation and review to identify journal entries required to align timekeeping entry with division, grant, and or programs. This includes review of payroll variance reports, identifying staff and staff costs that require journal correction, and review and approval of journal entries in the State of Iowa accounting system. Provides support to the Payroll Budget Analyst and Finance Bureau Chief on hiring justifications to determine if funding is available. Assist with the preparation and review of American Job Center and Business Engagement Division's staff allocations.
Responsible for the preparation, analysis, and submission of the State of Iowa fiscal year budget into the State's budget system. Specific divisions and programs assigned to these positions are: Wagner Peyser, RESEA, Registered Apprenticeship, Jobs for Veteran's State Grant and other grants and divisions, specifically, but not limited to American Job Centers and Business Engagement Division's programs.
This task requires compilation and review of prior year expenses, revenues, headcount, and other variables that may affect the fiscal performance of the grant and / or division. Also requires communication and collaboration with various members of IWD management regarding spending plans, staffing, and other grant or division initiatives. Requires knowledge of federal and state funding sources, including period of performance, allowable uses of funds, state and federal regulations, knowledge of I/3 budget, and standard budgeting practices. Must possess the ability to make informed decisions on a variety of financial issues with minimal oversight and direction.
Make day to day decisions by auditing financial transactions of accounting personnel. This includes all aspects of the pre-audit function for the agency's expense claims. Knowledge of rules and regulations, with which those daily decisions are made, relevant to each type of document being pre-audited, is required. Ensure claims are checked for compliance according to Pre-Audit rules, State Accounting Policy requirements, and federal rules and regulations. Provide appropriate guidance and positive feedback to original submitter of claim, including clear description of why the claim was rejected and corrective actions needed in order to process.
Assumes back-up functions for other divisions, grants, and programs that are managed by the other Budget Analysts. This includes assisting with submission of federal and state reports, performing fiscal analysis, and other tasks associated with respective division, grant, and programs.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to three years of full-time work in professional level budget analysis or fiscal management.
2) All of the following (a and b):
a. Three years of full-time work experience in professional level budget analysis or fiscal management; and
b. A total of four years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Graduation from an accredited college or university with a master's degree in business administration or public administration; and
b. Two years of full-time work experience in professional level budget analysis or fiscal management; and
c. A total of four years of education and/or full-time experience (as described in number one), where twenty-four semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 2.
