Summary This position is located in the Office of Oceanic and Atmospheric Research (OAR), Weather Program Office (WPO), with one vacancy in Silver Spring, MD. Responsibilities As a Budget Analyst, you will perform the following duties: Perform budget analysis by conducting and revising budget estimates, justification statements, and execution plans submitted by office programs. Develop budget operating plans and labor projections for program execution. (eg. processes procurement, contracts, and inter-agency agreements) Perform budgetary, financial, and administrative operations of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations. Advise managers on appropriate budgetary actions to be taken to meet organizational needs. NOTE: These duties are described at the full performance level of the ZA-4; the ZA-3 is developmental leading to such performance. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-3 is equivalent to the GS-11/12. The ZA-4 is equivalent to the GS-13/14.
