About Budget Analyst

  Summary This position may be located in the Fiscal Office at the Mann-Grandstaff VA Medical Center (VAMC) in Spokane Washington or the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, WA. The Budget Analyst provides day to day execution of the station level budget for two VA Medical Centers. Responsibilities Responsible for the total budget process including creating, executing, and reporting budget administration functions, payroll functions, certifications of fiscal transactions, control, execution, and review of all portions of the appropriated funds budgeted. Use procedures and practical skill in the application of budgeting regulations and procedures associated with forecasting, recording, reporting, maintenance of good internal control, processing, and tracking budgetary transactions (e.g., the credit receipt, transfer, allotment, withdrawal, obligation, or outlay of funds for the medical center's needs). Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds. Acts as the Alternate Purchase Card Coordinator when the Primary Purchase Card Coordinator is unavailable. Prepares annual budget formulation documents in final form, and ensures that all reconciliations are made as to workload data, accuracy, distribution of programs, etc. Provides advanced analytics in order to review long term historical operating data and trends to prepare and/or validate estimates and to see how funds were utilized within administered programs; prepares estimates of future requirements. Prepares budget estimates for major substantive or administrative internal and external operating programs such as rural health, special purpose and other programs. Assembles and develops background data and documentation in support of requested program budgets for reference and evidence in medical center budget hearings. Performs the operational program budget execution duties for the Medical Center's programs and for agency administered programs. Performs studies and audits on control and use of funds throughout the year. Compiles and coordinates the presentation materials for all areas of the budget. Analyzes and evaluates the effects of program plans and budget issues for all programs both long term and current. Prepares reports of analysis, making recommendations for remedial action. Evaluates the effect of cost and program changes on the budget execution process. Interprets reports and other financial data for program review and analysis. Develops cost data for a broad operating program and a complete program utilizing a variety of sources. Approves reprogramming and reprograms funds between operating programs when authorized. Reviews funding and spending data to develop cost information reflecting program trends for medical center organizations. Performs budget work related to the analysis of all or any parts of a budget to identify and examine relationships of the parts to one another and review budget requests from outside entities. Plans and conducts studies to determine the requirement for updated financial information. Prepares a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions. Prepares a variety of reports related to the status of funds, expenses, obligations, FTEE, and workload. Enters and adjusts data for major programs into a wide variety of reports, forms, and schedules. Perform other administrative duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 08:00am-04:30pm, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency; the sources, types, and methods of funding for organizations and programs; and, budgetary and financial relationships between the assigned budget and programs of other agency components and organizations; knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); knowledge of a variety of computer software systems both financial and non-financial for extracting and analyzing both long term and short-term funding for various programs; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Applicants may substitute education for the required experience. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. OR Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency; the sources, types, and methods of funding for organizations and programs; and, budgetary and financial relationships between the assigned budget and programs of other agency components and organizations; knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding (e.g., cost-benefit analysis, management by objectives, probability theory, etc.); requires advanced knowledge of a variety of computer software systems both financial and non-financial for extracting and analyzing both long term and short-term funding for various programs; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages You will be rated on the following Competencies for this position: Budget Administration Communication Computer Skills Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary, with no special physical demands required. The work may require some physical effort such as standing, walking, bending, sitting, and lifting and carrying less than 15 pounds such as carrying mail or other documents. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of offices, meeting and training rooms, and libraries. The work area is adequately lighted, heated, and ventilated.
