Responsibilities Duties listed are at the full performance level of GS-11: Participates in efforts regarding long and short-range financial planning, and financial management. Develops, reviews, and edits detailed analyses and also estimates for annual current and outyear activities. Provides budgetary guidance to local managers, supervisor, and lower-level personnel; also compiles data for a variety of sources. Persuades program managers to follow recommended courses of action. Executes budget activities and operations for specifically assigned organizations. Monitors and tracks expenditures and analyzes labor costs. Ensures that funds distribution promotes overall strategic goals and objectives. Reconciles cost target allocations and ensures that expenditures do not exceed authorized spending limits. Formulates budget estimates and projects budget data for substantive programs. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Performs a variety of routine technical and recurring budgetary duties that are structured to increase the incumbent's competence in the application of budgetary and financial management principles, procedures, and techniques. OR B. Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education, leading to such a degree from an accredited college or university, that is related to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR C. Combination: Have some specialized experience as described in statement A, but less than one (1) year; and have more than one (1) year but less than two (2) years of graduate education as described in statement B. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Applying a full range of techniques to identify, interpret, and resolve moderately complex budgetary issues and complete a variety of well-precedented projects and assignments. Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, that is related to the position. To combine education and experience, first determine your education as a percentage of the education required for the grade level.
