The Associate Director, FINRA Qualifications and Exams is responsible for managing a team of test development professionals who maintain the content of FINRA qualifications exams. The Associate Director develops and implements policies and procedures related to the development and maintenance of qualifications exams and ensures adherence to those policies and procedures. The Associate Director independently manages the Qualifications team in their development of FINRA qualification exam items, ensures accuracy of FINRA qualification exam content, maintains content outlines, works with industry content committees, and develops and implements new qualifications exams.
Essential Job Functions: Oversees Qualifications content managers responsible for developing and implementing test items for use in qualification exams. Ensures current item bank, content outline and exam specifications are valid. Identifies testing industry trends and changes, and best practices to ensure qualification exams meet industry standards. Monitors and evaluates rule changes, SEC mandates, new securities products and industry best practices and implements required changes to qualification exam content outlines and individual test items. Presents issues arising out of industry changes to senior management with solutions. Works closely with the Office of General Counsel and other FINRA departments on registration and qualification issues and rule filings. Serves as a subject matter expert for matters pertaining to registration and qualification exams. Works with industry committees in the process of managing qualification exams. Identifies and organizes training of committee members to produce uniform and stylistically consistent phrased test questions. Develops and implements new qualification exams. This includes the creation of a registration rule, content outline, specifications, and test items, using a committee composed of industry and SRO representatives, and working with other FINRA departments and committees to receive SEC approval. Provide guidance in the development of departmental systems that store and maintain qualification examination content.Education/Experience Requirements:Bachelor's degree and a minimum of seven (7) years in the securities industry with experience in governing rules, industry practices, and industry compliance; or the equivalent combination of education and experience.In depth knowledge of test development, item management, test packaging and test delivery methodology.Strong interpersonal and communication skills and an ability to write clearly and effectively.Strong organizational skills with the ability to deal effectively with people, resolve issues, make decisions, facilitate, and support change, and deal with adversarial people or situations.Must be proficient with all standard office software.Working Conditions:Some travel involved (up to 20%).For work that is performed in CA, CO, HI, New York, NY and WA, the chart below outlines the proposed salary range for the corresponding location.
