Position Summary: This position will support the management of the Housing, Community Development, and Infrastructure (HCD&I) Business Unit, under the direction of the Vice President (VP) of HCD&I. The Assistant Vice President (AVP) will provide oversight of Program Managers within the Business Unit, contracts associated with those projects, corroborate on budgets and forecasting, assist with staff growth, and participate with the development and expansion of the business unit. In addition, the Assistant Vice President will support the VP in regular engagement with HCD&I clients to ensure the project teams are meeting the needs of the client. The Assistant Vice President will also oversee all task orders and invoicing associated with the HCD&I portfolio as well as the related direct and indirect project costs. Finally, the AVP supports the VP in operationalizing the strategic, operational, and budgetary plans for all aspects of the business unit and is responsible for the management and oversight of assigned areas, and all activities.
Job Duties and Responsibilities include:
Support the operational, financial and management goals for the Housing, Community Development, and Infrastructure Business Unit (BU)
Manage and deliver advisory services related to housing, community development, and infrastructure including program design and management for all program efforts, ensuring regulatory and process compliance to maximize funding and expedite program integrity.
Supports the VP in oversight of day-to-day project operations as well as staff growth and development, and expansion of the Business Unit.
Engage with clients in the BU to ensure project compliance and client satisfaction.
Manage a team of Sr. Directors, Directors, and Project Managers to achieve successful project outcomes on a variety of contracts.
Work with the Director of Quality and COO to establish standards by which deliverables are measured.
Provide superior client support to assigned portfolio of projects, supporting conflict resolution as needed.
Manage the standup and implementation of State and Local grant funded programs,
Act as technical expert and provide subject matter expertise on programs with a focus on housing, infrastructure, CDBG-DR, and case management portfolios.
Manage and monitor budgets for all contracts under the business line and manage projections for business line’s profitability and staff utilization.
Review contract documents and participate in negotiation from a project management lens, contributing meaningful comments.
Meet with prospective partners, attend networking events, and maintain good-working relationships with partner firms.
Perform other duties as assigned.
Travel requirements are 50%+ dependent on deployment

Skills and Competencies:
Possesses excellent business and finance acumen, marketing insight and expertise in disaster recovery, housing, infrastructure, and community development.
High level of emotional intelligence and ability to navigate conflicts tactfully.
Demonstrated Project Management expertise on large-scale federally funded grant initiatives, especially in disaster recovery contexts.
Experienced in self-directing work and ability to discern when issues need to be elevated to management.
Ability to manage project budgets and create meaningful projections for strategic decision making.
Ability to manage client expectations, subcontractor relationships, and overall contract with client to ensure success of project(s).
Excellent time management skills with a proven ability to meet deadlines and prioritize effectively.
Excellent client relations and an understanding of local, state, and federal government structure
Experience working with federal grant-funded programs.
Required Education and Experience:
7 - 10 years in federal, state, or local program/project management with a focus on federally funded disaster recovery/large-scale grant programs or management experience in a related field or demonstrated management/leadership experience.
5+ years of progressive management experience in some of the following areas: financials, projects, and subject matter expertise in HCD&I.
Bachelor’s degree in a related field or 10+ years of work experience in a related field.
Desired Education and Experience:
Degree in Engineering, Architecture, Accounting, Finance, or Juris Doctorate, Business, Public Administration, Emergency Management, or other related field of study.
Experience working and maintaining relationships with various industry partners.
Experience working with federal grant-funded programs including HUD CDBG, CDBG-DR, CDBG-MIT
