Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.ENGINEER TRAINEE (ENV) HELPS MQS:Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.Note: If you are only eligible to apply under Option 1, you may apply if you expect to meet the educational requirements within six months of the filing date of your examination application. You may be considered for employment, but cannot be appointed, until you submit proof to the hiring agency that you completed the educational requirements. Duties Description Duties Description:Under the direction of the Chief, Northern Monitoring Section, the Assistant Engineer will be responsible for engineering support for Division of Air Resources’ (DAR’s) Central Office and Regional staff by providing assistance for the air monitoring network and Envista data management software platform.Primary responsibilities will include:• Learning and becoming proficient at using various data logging and remote software currently used by the Bureau of Air Quality Surveillance to collect, validate, and report data from air monitoring stations across New York State. Examples of currently used software include Envista, Envidas and SamplePacq. Use the web-based application SharePoint to generate quarterly reports documenting results from validation checks on air monitoring equipment.• Become familiar with State and Local Air Monitoring Stations (SLAMS) and provide engineering support to the stations. Learn the operation of the various air monitoring equipment in use at the stations. Work with regional staff to repair or replace malfunctioning equipment. Assist in siting new air monitoring locations.Essential Functions: • Strong verbal and written communication skills and ability to present information and results.• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.• Able to travel to meetings, sites, and outside conferences as required.• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.• Able to understand and manipulate higher level computer software programs.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overnight travel may be required.
