The State Highway Administration (SHA) is seeking to fill an executive service position as an Assistant Division Chief - Landscape Programs (Program Manager III) in the Office of Environmental Design (OED) located in Baltimore City . This position is open to anyone who meets the preferred qualifications listed below.
The Assistant Division Chief (ADC) will assist the Division Chief with the management of the Office of Environmental Design (OED) Landscape Programs Division (LPD). This position will provide leadership and management support to a division responsible for supporting SHA’s capital and operating programs regarding vegetation management, roadside development, and environmental regulatory compliance. This division designs, administers, and inspects landscape construction, maintenance, tree establishment and vegetation management projects.
The ADC will ensure goals are communicated, priorities are set, tasks are assigned, and milestones are met; manage the development, budgeting, and delivery of operating and capital programs including vegetation management, landscape maintenance, landscape construction and tree establishment contracts; manage the implementation of OED’s various programs, vegetation management training, and guideline and specification development; manage customer service responsibilities; lead landscape architectural design; review district and access permit applications; manage LPD’s tracking of construction projects and ensure technical inspection support and provide written recommendations at various milestones; ensure accurate and timely environmental reports; serve as expert on various environmental inquiries; manage the environmental asset inventory and reporting data; develop and implement LPD policies, procedures and processes, and ensure adherence to OED and SHA policies and environmental laws. This position is also responsible for implementing a succession plan to identify long-range needs; identifying and facilitating staff training and development; identifying organizational structure and resource needs; and ensuring participation on state and national committees and at national vegetation management conferences.

Qualifications
Preferred Qualifications:
Experience: Five (5) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Two (2) years of experience providing leadership and management of a landscape design, landscape construction, or vegetation management program.

Nutrient Management Certification
Erosion and Sediment Control Yellow Card Certification
