  Summary This position is with the National Forest System Biological & Physical Resources unit. This position reports to the National Director for facilitation, coordination, leadership and formulation/implementation of policies, plans, and procedures associated with oversight and management of terrestrial wildlife, imperiled species and air resources on national forests and grasslands For additional information about the duties of this position, please contact Robert Harper at [email protected]. Responsibilities Serve as a national advisor and technical authority to carry out program management functions of providing policy and direction for terrestrial wildlife, threatened and endangered species, and air resources on national forests and grasslands. Provide subordinates and staff direction and advice regarding policies, procedures, guidelines and directives of higher level management or the Department. Advise management of suggested changes to improve workflow procedures or internal controls, and suggest redesign of reports and ways to improve efficiency or effectiveness of work. Conduct and present sound analysis of complex issues and develop and justify recommendations which could significantly alter national policies and program direction. Coordinate and collaborate with high-ranking managers, supervisors and technical staff throughout the agency, other federal agencies, state and local governments, and nongovernmental organizations. For more information on the qualifications for this position, go to: http://www.opm.gov/qualifications/standards/IORs/gs0400/0401.htm Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-15. One year of specialized experience equivalent to the GS-14. Specialized experience is defined as one or more of the following: Assist in management of terrestrial wildlife, threatened and endangered species and air resources by providing guidance on policies for effective implementation of broad policies, programs, plans and standards, and procedures for development and management of these resources; Review data, documentation and/or decision documents needed to create recommendations for directorates; Conduct studies and monitored contract study efforts to formulate policy improvements and revise planning guidance for terrestrial wildlife, threatened and endangered species and air programs. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education Please reference section above for education requirement. Additional Information This is a temporary promotion not-to-exceed 1 Year and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the Forest Service, in the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position. Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Veterans who are preference eligible or who have been separated from the armed forces under honorable conditions after three years or more of continuous active service are eligible for consideration under the Veteran's Employment Opportunity Act (VEOA). Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary or term employees of federal land management agencies opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
