  Summary: The Assistant Compliance Director is responsible for the supervision of the delegated programs and personnel. Ensures that Tribal program employee are abiding to policy, ordinances, rules and regulations, and Tribal members, licensed businesses, and vendors understand Tribal policy, procedures and requirements. Collaborates with assigned program managers to review ordinance’s, policy and procedures and regulations from time to time to recommend amendments or draft policy and procedures for consideration by Director, Tribal Council and/or Administration.

  Essential Duties and Responsibilities include the following:

  Oversite supervision of the Animal Control program and LIHEAP/Food Distribution programs.

  Assist in operations of the Compliance department in the absence of Director

  Assist in staff assignments and delegate duties. manages, directs and coordinates activities to assigned program staff.

  Assist in research in training for staff, to promote an educated workforce and in order for the department to function in an efficient, safe manner to serve organizational and community needs.

  Assist in weekly, monthly and annual plans, may direct and coordinate assigned projects to team members, as well as maintains liaison with community members, other departments, agencies and the business community on compliance related business.

  Assist in developing, revising and implements amended or new application forms required for Tribal program. (applications, licenses, permits and certificates)

  Assist in application reviews prior to presenting Tribal Council. This shall be to ensure all pertinent information is completed prior to making a recommendation to Tribal Council for approvals on licensing and other submitted applications.

  Assist in monthly accounting process of invoices submitted by Tribal licensed wholesalers and manufacturers as needed.

  Assist in reconciling invoices with TGF accounting as needed.

  Assist in preparing quarterly and yearly spreadsheets for Tribal General Fund from invoices of fees paid by tribal licensed wholesalers and manufacturers of Petroleum, Tobacco and Alcohol, including hotel fees, fines and penalties.

  Assist in reports for Tribal Council of pertinent information pertaining to all tribal licensed and regulated businesses.

  Assist in coordination of controlled buys (sales to underage persons) of cigarettes and alcohol products at licensed businesses.

  Assist in coordinating the random, frequent inspections of Tribal Licensed businesses to ensure Tribal Ordinance’s rules and regulations are maintained and adhered to.

  Assist in meetings with the Tribal Council, Tribal monthly meetings and other assigned meetings as requested.

  Assist Director in draft writing and revisions of Tribal Ordinances and Resolutions that are pertaining to department assigned duties.

  Assist in edits documents for amendments and public meetings, public comments prior to an approved publication.

  Assist in developing delegated program budgets.

  Assist in annual, monthly and weekly developments within the department and implements office weekly, monthly plans.

  Maintain a good rapport with Tribal programs, the business sector and Tribal members.

  Assist in enforcement of the Tribal Ordinances, Tribal Council Resolutions and Policies delegated by Tribal Council to the department.

  Assist in Interaction with Federal, Tribal and State agencies on compliance mandated issues.

  Assist in interviews and evaluate applicants for department job postings and make hiring recommendations when applicable.

  Evaluate the annual performance of assigned personnel; establishes performance requirements and personal development plans or requirements and regularly monitor other compliance staff work performance.

  Assist in ensure the safety of all compliance personnel at all times.

  Assist in Tribal Administration/ Division director’s meetings when requested and to stay informed on other programs and provide open dialog on tribal initiatives and policies affecting staff or the workplace.

  Assist in providing all necessary support to program managers and other Compliance personnel when necessary to ensure continued operations and a successful department.

  Assist in participate in open public meetings when necessary

  Assist in outreach events hosted by Tribal programs and/or other community events, educating the community of department responsibilities as related to programs within the department.

  Perform other duties as assigned by Compliance Director

  Supervisory Responsibilities: Directly supervises the Animal Control, LIHEAP/Food Distribution programs. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   This position requires a knowledgeable person who must maintain the utmost form of confidentiality, possess integrity and good moral character. The individual must also possess skills and abilities to function professionally in any situation, knowledge of Akwesasne, business, computers and strong communication skills.

  Must possess decision-making skills, able to comprehend, explain and develop policies. Must be able to manage multiple priorities and meet deadlines.

  Education and Experience: An Associate’s degree or certificate from college or technical school in business or related subjects; background in law enforcement with investigative skills or combination of 5-10 years’ experience and training in business, law enforcement and managerial fields, and able to articulate knowledgeably with the public.

  OTHER SKILLS and ABILITIES: The successful candidate must possess:

  Conduct their self in a professional, business, friendly, courteous and helpful manner to all.

  Must be able to work flexible hours, including on-call basis, after general Tribal business hours (8am-5pm).

  Must be able to speak publicly and answer question under pressure.

  Become knowledgeable in the ABC Act, Tobacco, Petroleum, Pawn Brokers, and Hotel/Motel Ordinances.

  Impeccable attention to detail and organization skills

  Ability to apply complex organizational skills.

  Ability to work independently with confidence in performing high level investigations and managing multiple projects and initiatives.

  Ability to enforce codes and standards with tact, empathy and professionalism.

  Ability to express oneself clearly and concisely, verbally and in writing.

  Ability to establish and maintain effective working relationships with other employees, community businesses, and the general public.

  Moderate knowledge of conducting training, facilitation, and public speaking.

  Ability to prioritize tasks and projects to meet deadline.

  Proficiency in various computer and office skills

  Understanding of regulatory laws and compliance

  Ability to explain complex regulatory language in simple terms

  Approachability and have the ability to assist with complex issues

  Ability to work on Short/Long term projects independently, with little direction or guidance.

  REASONING ABILITY: Ability to solve practical problems and deal with a variety of complex and different personalities on a daily basis. Ability to interpret a variety of instructions furnished in written, verbal, diagram, or schedule form.

  Be at least 18 years of age, have and maintain a valid Driver License in accordance with the SRMT Fleet Policy.

  A list of qualified candidates is created from interviews that may be used for Emergency Hire individuals to similar positions within the Saint Regis Mohawk Tribe for a period of six months.
