  Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a master’s degree or higher and have relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office or institution of higher education, education or government.

  Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Assistant Commissioner position in the Office of Student Support Services. The duties of the Assistant Commissioner encompass a large scope of work within the Office which includes staff, program and fiscal oversight of a total of $2 billion for: Alternative Education, Safe Schools, Community Schools, 21st Century Community Learning Centers, Extended School Day/School Prevention Programs, Health Services, and Child Nutrition. The Assistant Commissioner responsibilities include promoting school improvement and better outcomes for students by focusing on the whole child, and involving areas such as services and activities related to the Dignity For All Students Act, Student-Centered Support Services, Student Health and Wellness, Expanded Learning Opportunities, Social Emotional Learning (SEL), School Climate and Safety, Alternative Education, including the Education of Youth in Juvenile Justice facilities, and the Office of Child Nutrition. Reporting to the Deputy Commissioner for the Office of P-12 Instructional Support, duties of this position include, but are not limited to, the following:• Coordinate policy, manage program development, and oversee the operations of the areas stated above;• Supervise approximately 100 staff and provide direction to staff who have oversight and technical assistance responsibilities to schools and community-based organizations;• Oversee approximately $2 billion in funding to school districts and community-based organizations, including the development and implementation of procedures, protocols and guidelines for monitoring and evaluating these programs;• Coordinate monitoring, including site visits, of all federally funded and state-funded programs as well as adheres to the laws and regulations set forth by the various federal oversight agencies;• Engage in comprehensive budget planning, analysis, and oversight of several federal and State funding sources;• Develop and present written recommendations, reports or memoranda including policy and evidence-based analysis for consideration by the NYSED leadership, the Commissioner, Board of Regents, Governor’s Office and the Legislature; and• Represent the Department on inter- and intra-agency committees, advisory councils and workgroups to collaborate on best practices and initiatives to improve outcomes for children and families across New York State.

  Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Salary will be commensurate with education and experience. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require 25% in-state travel.
