MassDEP seeks applicants for the position of Asbestos Inspector (Environmental Analyst III) for the Central Regional Office’s Bureau of Air and Waste (BAW). Under the supervision of the BAW Asbestos Chief, the Environmental Analyst III performs asbestos/demolition inspections and complaint investigations at locations across the Central Region. Inspections include collecting processing for delivery to lab samples of suspect asbestos-containing materials and may result in development and presentation of enforcement documents. The position also reviews work plans & scopes of work submitted by contractors and consultants and recommends technical changes to ensure return to compliance for asbestos cleanups and non-traditional abatement projects, provides asbestos guidance/technical assistance to regional staff, general public, contractors and others as needed and responds to inquiries pertaining to asbestos and demolition/renovation.This position will be based in MassDEP’s Central Regional Office, Worcester, MA. MassDEP's Central Regional Office serves 77 cities and towns situated in central Massachusetts. MassDEP personnel are remarkably talented, dedicated, enthusiastic, and supportive. Duties for this position include, but are not limited to, the following: * * 1. Conduct compliance and follow-up inspections of asbestos removal projects, demolition/renovation projects and respond to complaints; 2. Collect and process bulk samples, as needed, to determine asbestos content. 3. Compose accurate, thorough, technical based inspection reports; 4. Draft appropriate enforcement documents: NOECs, NONs, UAOs, PANs, ACOPs, ACOs; 5. Confer with asbestos contractors, project monitors and industrial hygienists to identify various remedial actions to be taken relative to asbestos cleanups and return to compliance activities; 6. Review work plans & scopes of work submitted by contractors and consultants and recommend technical changes to ensure return to compliance for asbestos cleanups and non-traditional abatement projects; 7. Consult with Section Chief to determine appropriate enforcement strategies & remedial/corrective measures to comply with applicable regulations; 8. Participate in as needed in enforcement conferences with violators to discuss violations, compliance requirements and enforcement actions; 9. Provide expert testimony at court proceedings on behalf of the Department and the Office of the Attorney General in support of asbestos program and Environmental Strike Force enforcement cases; 10. Answer public inquiries relative to asbestos & demolition/renovation policies, regulations, and abatement/remediation; 11. Interpret analytical and environmental data related to asbestos abatement, monitoring and sampling; 12. Maintain regional asbestos files/database and respond to Public Records Requests pertaining to asbestos/demolition projects; 13. Issue waiver numbers for emergency asbestos/demolition projects as needed; 14. Conduct other duties pertaining to the asbestos/demolition program as assigned by the Section Chief. * * Preferred Qualifications at Hire: * Knowledge of DEP's environmental regulations, with knowledge of the air quality asbestos regulations. * Familiarity with the federal NESHAP and state and federal air pollution control regulations and policies. * Ability to assess and monitor asbestos abatement/demolition/renovation sites and to develop and implement remedial actions. * Knowledge of and experience working with DEP's Enforcement Response Guidance. * Excellent oral and written communication skills including technical writing and editing skills and the ability to express ideas clearly and concisely. * Skills necessary to assist in negotiation of successful resolution of asbestos enforcement cases. * The ability to use computers and applications needed to prepare enforcement documents. * Knowledge and ability to utilize personnel protective equipment. * Ability to evaluate submittals quickly, thoroughly, and be able to prepare and convey recommendations to address such issues. * Ability to work independently. * Experience in communicating effectively with the regulated community, the public, and municipalities. * A valid Massachusetts or equivalent drivers license is required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
