  Summary This position is located in the Indian Affairs (IA), Deputy Assistant Secretary Indian Affairs (DASM), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction (DFMC) will be located either in Albuquerque, New Mexico or Reston, Virginia. Responsibilities Provides oversight of engineering (A/E) statements of work, project schedules, cost estimates, budgets, technical oversight of design reviews, shop drawings and specifications, contractor performance to ensure conformance with contract provisions and standards, to ensure the quality of services and to ensure compliance with laws, regulations, rulings, policies, and standards applicable to IA. Reviews and approves architectural drawings specifications and estimates prepared by Architect/Engineering (A/E) firms to determine fulfillment of design objectives and contract requirements. Evaluates designs for conformance to established programs of requirements, codes and standards compliance, energy efficiency, constructability, and overall functionality. Consults with stakeholders and is responsible for all required corrections and changes to the design that are determined to be necessary. Reviews proposed sites and evaluates adequacy for projects with regard to topography, subsurface conditions, utilities such as water, sewer, gas, electric power and heating systems, development costs, and other factors. Manages the development and review of construction documents to detail the project structure, mechanical and electrical systems, materials, and specifications describing material, equipment, and workmanship. Ensures archaeological, historical preservation, environmental, and other clearances are obtained prior to design and construction or demolition. Conducts project site visits to ensure compliance with engineering and industry handbooks and agency policies and manuals. Utilizes DFMC management tools such as the Indian Affairs - Facilities Management System (IA-FMS), Budget and Project Execution, Ranking and Management (BPERM), which is part IA-FMS, and Finance and Business Management System (FBMS) to participate in reconciling project data and tracking project progress and costs. The incumbent ensures that schedules, inspections, materials, methods, and equipment used in planning, design and construction are appropriate and timely. Develops project management plans, fiscal phases and schedules; provides preliminary project budget estimates in accordance with Project Management Institute (PMI) standards and best practices, and Department and OMB guidance on cost estimating. Awards Official's Technical Representative (AOTR), and/or the Grant Awarding Official's Technical Representative (GAOTR) for GAOA managed projects. Prepares complete solicitation packages (e.g., statement of work, statement of objectives, statement of requirements, conceptual drawings) with design guidelines for projects to be designed by A-E services or design-build contractor. Monitors and provides oversight of acquisition actions for the IA GAOA program. Develops and maintains multi-year budgeting operating plans for the IA GAOA program. Manages Design-Bid-Build, Design-Build, or other project delivery methods. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). Architecture Series 0808 (opm.gov) MINIMUM QUALFICATIONS: GS 13: 1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR 2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: A. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. B. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Specialized Experience: In addition to meeting the basic qualifications; you must have one year of specialized experience at or equivalent to the GS-12 level to include: (1) managing a facility planning, design and construction programs; (2) managing multiple high value, complex programs from beginning phase to contract close out; (3) developing and implementing program budgets; and (4) presenting program information orally and in writing to stakeholders and leadership. All qualification requirements must be met by the closing date of this announcement. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
