OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs for the State of Maine and its agencies.

ABOUT THE JOB DETAILS:
The Application Director is a senior level role, in the Enterprise Shared Services division of MaineIT, responsible to deliver reliable, secure, and effective applications for State agencies. To achieve this goal, the successful application director will focus on six primary objectives: Staffing Strategy, Service Delivery Strategy, Business Relationship Management, Policy Compliance and Process Adherence, and Organizational Leadership.
The ideal candidate for this position is a progressive and forward-thinking strategist. Skilled at leading highly technical teams who will collaborate with cross-functional technology teams, third-party technology vendors, and State government agency programs. The selected candidate will be responsible for recruiting, developing, and retaining talent to ensure the program has the skills and capabilities necessary to meet the technical and business needs. This role will help evangelize and drive the adoption of best practices, continuously keeping abreast of new technology solution offerings, and recommending enterprise adoptions for future-proofing the State of Maine’s technology and application strategy.
The Director is a member of the MaineIT senior management team. Supervision is exercised over a variety of personnel and work is performed under very limited administrative direction.
POSITION DUTIES:
Be a spokesperson for MaineIT with government agencies, managing successful partnerships built on effective service delivery.
Lead one of MaineIT’s application service delivery units, ensuring alignment with MaineIT’s mission and strategy to drive efficiencies across multiple organizations and functions.
Build, manage, and inspire, a strong technical team in supporting service offering which maximize the value of the State of Maine application portfolio.
Manage and track service consumptions, budget, and forecasting in collaboration with the finance team.
Continuously improve a governance structure and processes for the intake and prioritization of work, that is well understood and easy to adopt.
Be highly effective and influential in a matrix structure of functional business areas, building teams, and IT sourcing strategies.
Be a strong leader who can prioritize well, communicate clearly, and have a consistent track record of building well architected systems, delivering on time and on/under budget with an obsession about providing an exceptional customer experience.
Have a very strong technical background to participate in the creation and evaluation of technical solutions.
Be an active participant in managing and driving the talent strategy, which will include ensuring the application team has the right knowledge, skills, and abilities to be able to excel in their respective roles.
Assess current operational processes and systems to ensure high-quality outputs and deliverables.
Implement and maintain operating policies to help manage risk in conjunction with security, risk managements, legal/regulatory compliance, and the MaineIT Architecture & Policy division.
Be an active participant in developing the strategy for modernizing application services & delivery.
Act as the designee of the CIO in the approval of application deployments.
MINIMUM QUALIFICATIONS:
A five-year combination of experience, education, and training in Application Lifecycle Management, and/or related Application development activities. Specific qualifications include:
Strong communication skills, using all available channels to communicate with a large staff, a wide network, and a broad set of stakeholders.
Proven ability to manage a large services organization, including the ability to plan, prioritize, direct, and evaluate the operations of a complex organization.
Proven ability to work well with partner organizations.
Proven ability to set goals and manage measurable key performance indicators.
Proven ability to manage operational budgets effectively, striving to always increase service effectiveness while reducing costs.
Proven ability to apply best practices to process-based service delivery and pursue continual improvement.
Demonstrated experience managing all phases of the Application Lifecycle
Demonstrated success in leading and influencing a large IT team.
Excellent listening skills and strong negotiation skills.
Ability to understand technical documentation and specifications.
Experience working with confidential and sensitive personal information.
Ability to compile and organize statistical information retrieved and present findings to senior management.
Experience with continuous integration and continuous development tools including Subversion, Git, GitHub, JIRA, Confluence, and others.
Comprehensive knowledge of system testing techniques and procedures.
Ability to work with a variety of information technology professionals with a wide range of skill sets.
Knowledge and experience in technology procurement activities, including, contracts review, statements of work, and requests for proposal.
Familiarity with business relationship management, and its best practices.
Demonstrated desire to exercise accountability in a professional manner and respond to deliverables in a timely and effective manner.
Constant awareness of empathy and how to exercise it with a variety of personality types.
Knowledge, understanding, and practice of emotional intelligence principles with the ability to listen and understand first before responding.
Additional experiences in one or more of the following desired:
Ability to lead teams in a Matrix management structure.
Experience with Application Quality Assurance & automation strategies.
Familiarity with CMMI, Capability Maturity Model Integration, and it’s adoption.
Experience with the implementation of a successful Application Rationalization program.
Demonstrated success in Modular & composable development & integration practices.
Familiarity with Enterprise data management strategy development.
