  Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIR SUPPORT SQUADRON COMMANDER (TITLE 32), Position Description Number D1943P01 and is part of the IL 183 WG, National Guard. Responsibilities As a AIR SUPPORT SQUADRON COMMANDER (TITLE 32), GS-0301-13, you will serve as a supervisor over the ASUS to develop policy and procedures for designated DOD programs and to provide oversight and management of NGB, Numbered Air Force (NAF) and COCOM programs. Major Duties - This is NOT an all-inclusive list: Supervise diverse, multi- functional component headquarters staff providing full-spectrum Air Force capabilities in support of partnership building and security cooperation for NAF and COCOM. Direct all daily staff functions and ensures swift, accurate coordination with COCOM, NAF, USAFE, HAF and CJCS on all partnership building, and security cooperation support issues. Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Review work and management techniques of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate units. Develop plans, policies and procedures for staff management and command information management. Plan, organize, and oversee the activities of ASUS staff components. Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Research and determine or recommend appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Direct, coordinate, and oversee the work of through subordinate personnel supervisors. Select candidates for subordinate supervisory and non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives. Ensure reasonable equity among unit performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Initiate action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals). Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Males born after 31 December 1959 must be registered for Selective Service. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer only, minimum Lt Col, maximum Col. GENERAL EXPERIENCE: MUST possess the experience, education or training which provide a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess the experience, education or training equivalent to at least the next lower grade level, GS-11 in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
