  On behalf of DHS and the Minnesota Board on Aging, establish a collaborative environment and provide dual leadership for the aging services infrastructure in Minnesota. Be Executive Director of the Minnesota Board on Aging and provide leadership and policy lead for the State Unit on Aging under the Older Americans Act.

  In a leadership role, take public awareness to a higher level as government entities, the private sector, non-profits and local communities, position resources and economically brace for the major shift in demographics that is taking place over the next several decades. Provide innovative thinking and new directions as a highly visible change agent.

  In a dual leadership role, transition Minnesota‘s aging service system from an institutional model of service delivery to one that is primarily community based with focus on allowing individuals to stay at home with needed supports as long as possible. Provide leadership to state, county, and non-profit entities to strategically plan for and provide sustainable financial, housing, and health care options for aging populations that allow individuals to remain in settings of choice and receive quality care for as long as possible. Ensure inclusive processes that recognize all voices and perspectives. Design statewide and DHS service and funding infrastructures for and implement sustainable, fiscally supported aging services strategies that combine housing & service delivery care systems. Develop services systems that are culturally competent and work well for diverse cultures.

  Examine and align the State‘s major service systems for individuals age 65 and older with those for individuals with disabilities, focusing first on the changing needs of individual. Develop and promote systemic and policy change options that give individuals access to the right services at the right time, regardless of age. System design addresses consumers across the need spectrum and slows the use of deep safety net services. Implement through collaboration the DHS Aging Vision.

  Direct the strategic use of a major block of grants and target associated funds to achieve needed results, statewide, regionally, and at the community level. Noting that additional funds and outside-funded supports will be needed over the next several decades, use the division‘s resources to seek alternatives to current sources of funds and build the relationships needed to sustain aging adults in their communities.

  Provide leadership for and manage Older Americans Act initiatives, resources, and programs. Provide leadership and manage, as appropriate, Medical Assistance waiver, Alternative Care, Long-Term Care Consultation. Provide leadership for initiatives in partnership with federal departments, including CMS and AoA and with DHS divisions, including DSD, Healthcare Purchasing, and others.

  Provide leadership and management for state initiatives and demonstrations in the expansion and enhancement of information and assistance services, simplification and acceleration of the availability of home and community-based services, promotion of disease prevention and chronic care management and enhanced caregiver services. All these are need to meet future service demands.

  Minimum Qualifications

  Managerial experience

  AND

  3 years of experience with long-term care/again and vulnerable adults and experience managing programs, including strategic planning and directing the work of staff. Experience must demonstrate:

  Understanding of the overall long-term care system, its interdependencies, funding, role, and functional understanding of how it works

  Knowledge of and able to successfully work with the long-term care industry and community-based business and political infrastructures

  Knowledge of aging network and its services delivery systems, including area agencies on aging, health plans, counties, for profit organizations and private not-for-profit agencies

  Preferred Qualifications

  Strong human relations skills, negotiations skills, and political savvy

  Knowledge of Ombudsman program and its relationship to other Title VII programs, including legal services and elder abuse prevention

  Ability to manage a large division‘s resources, functions, and operations. Ability to acquire, prudently manage, leverage, and strategically use federal, state, and acquired private sector dollars

  Variety of experiences working effectively with others from different backgrounds and/or cultures
