About Administrative Program Specialist (Budget)

  Summary This position is located in Natchez Trace Parkway, in the Administration Division. Open to the first 50 applicants or until 02/07/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Responsibilities Serves as an A/OPC for the charge card program and provides technical guidance and recommendations for appropriate use for travel and purchase. Advises employees on appropriate use of the card, audits purchases, and elevates issues to the Supervisor for resolution. Serves as a Requisitioner for entering Purchase Requests into the Federal Business Management System (FBMS). Processes purchase requests for review and action by supervisors, higher level approvers, and contracting officers. Ensures acquisition and assistance packages are prepared in accordance with established policy and procedures. Determines appropriate UPC code and accounting data as it relates to financial management. Verifies vendors are set up in Sam.gov as required for contracting Utilizes Government Purchase Card as an alternative to accounts payable. Utility bills are approximately $20,000 per month. Incumbent is responsible for monitoring and initiating payment to avoid disruption in government operations. Monitors utilization and resolves any discrepancies with the utility company. Coordinates with facility maintenance regarding utilization reporting. Primary contact for the Financial and Business Management System (FBMS) for park accounting transactions. Provides accurate and reliable advice on all aspects of accounts payable and accounts receivable. Provides technical advice on FBMS and advises park on procedures and regulations related to accounts payable and accounts receivable. Charge Card Program: Serve as Agency/Organization Program Coordinator (A/OPC) for the Government Charge Card Program. Conducts charge card audits in accordance with Departmental and Bureau policy. Ensure cardholders comply with purchase, fleet, and travel regulations and provide advice and assistance to managers, supervisors, approving officials and cardholders on charge card use. Serve as the primary point of contact for Temporary Duty (TDY) guidance. Reviews all travel for accuracy and regulatory compliance prior to being submitted for supervisory approval. Provides technical guidance to park staff on all aspects of the automated travel system (CONCUR). Ensure all travel is completed in accordance with Federal Travel Regulations (FTR) and NPS policy. Monitors travel expenditures and reallocates charges promptly to ensure accurate reporting of travel to aid managers in tracking park travel ceiling. Serves as the parks point of contact for Permanent Change of Station (PCS). Initiates contact with new employee's and coordinates all aspects of the relocation. Advises employee of their entitlements according to the FTR and DOI Policy. Serves as liaison between employee and mover ensuring any problems are resolved in a timely manner. Develops cost estimate for park approval, obligates funds, and monitors obligations and expenditures to stay within funding. Responsible for ensuring deposits are accomplished according to NPS policy. Determines appropriate fund for deposits and ensures the park has legal authority to utilize the funds. Coordinates with park collection officers for proper chain of control for collections. Issues and tracks bills for collection to ensure they are collected in a timely manner and coordinates with NPS Accounting Office for accurate tracking of receivables. Assists with budget formulation as needed to support divisional operations Assists with GSA fleet utilization reporting. GSA Fleet expenditures are approximately $600,000 annually so accuracy is crucial to financial management. Monitor accruals and chargebacks for GSA fleet ensuring accuracy for financial management. Assists in the annual replacement of GSA Leased vehicles and justifications for replacing vehicles. Monitors charge card purchases for property related purchases and ensures informal and formal property items are accounted for. Ensures property related items are reallocated to the appropriate commitment item for property accountability. Serves as backup to the Administrative Program Specialist (Property). Assists with annual property inventories. Assists with overseeing of the key-control program to ensure consistency within the division. Internal Controls and Audits related to eliminate waste and prevent fraud in use of Government property and resources. Audits and Inventories are in accordance with established agency guidelines. (AR audits). Utilizes Quicktime or other automated payroll system for reporting of time and attendance. Maintains proficiency and acts as backup for timekeeping functions. Backup for Administrative Functions as needed. Performs Other Duties as Assigned. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You may be required to work occasional overtime. Qualifications All qualifications must be met by the closing date of this announcement-02/07/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. GS-0301-07: To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing administrative support functions for an organization; assisting staff with meeting logistics, including technical support; reviewing incoming and outgoing correspondence for grammar, spelling, and proper formatting; accounting for office property; ensuring telecommunication support; serving as timekeeper for an organization; assisting staff with records management protocols; and purchasing and maintaining supplies for an office. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 1 full year of graduate level education leading to such a degree, related directly to the work of the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above that meets 100% of the requirements for this position. You must include transcripts. GS-0301-09: To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: planning and coordinating programs, policies and procedures in the areas of administration; which includes coordinating meeting logistics; arranging travel; managing office timekeeping functions; reviewing correspondence for clarity, completeness of reply, proper formatting, spelling, and grammatical and procedural correctness; accounting for property; ensuring telecommunication support; developing office guidelines, standard operating procedures and other policies to ensure consistency and appropriateness of business practices and ensure compliance with other policy and regulations; and maintaining an organization's records/files in accordance with applicable records management policies and procedures. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts. -OR- I meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. MUST submit a copy of transcripts. A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Successful completion of a combination of education and experience as described above that meets 100% of the requirements for this position. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. Physical Demands: Work is performed primarily in an office setting but also occasionally is performed in storage facilities including maintenance buildings and includes periods of walking over rough, uneven surfaces, recurring bending, crouching, standing, reaching, lifting, and carrying items up to 50 pounds may be required. This is comparable to FL 8-2 where assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area Working Conditions: It is indicated duties are performed in office setting with adequately lighted, heated and ventilated conditions. Yard work is performed outdoors and involves everyday risks and discomforts. Moving items within a maintenance facility may expose the incumbent to the possibility of cuts, bruises, or falls and to extreme weather conditions such as severe heat, humidity, wind, cold, or rain. There is moderate risk of exposure to elements that include hazardous material, waste such as solvents, acid, oil, fuel, pesticides, snakes, and rodents. This requires employee to take normal precautionary measures such as the use of protective hardhat, boots, safety goggles, apron, masks, or gloves. Drives vehicles to outlying areas up to 700 miles round trip on inspections. Meets FL 9-2 where work requires visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts. This can include wearing of protective clothing and gear and observance of safety precautions are required. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
