About Administrative Assistant-Non Bargaining

  Position Purpose/Summary Responsible for the independent exercise ofadministrative judgment and decision, under authority specificallydelegated by the department head, in carrying out complex and highlyresponsible administrative and clerical functions, procedures,assignments, and studies of major departmental importance andconsequences, and may involve collateral responsibility for acting asconfidential secretary to the department head. Work is performed undergeneral direction with review through reports and conferences.Supervision may be exercised over clerical employees. EssentialFunctions Supervises fiscal and clerical activities of a municipaldepartment Supports accounts payable activities; enters requisitions andschedules payment when converted to purchase order; sends batches toComptroller Participates in balancing monthly budget with expendituresMaintains attendance records (TLM) and provides necessary reports toPayroll for accurate posting. Attends to miscellaneous clericalresponsibilities, i.e. answers phones, sorts and distributes mail,orders and maintains accounting of office supplies, assists with specialprojects and departmental mailings, files Serves as secretary toDepartment Head; schedules meetings and fields phone calls Assists withgeneral customer service concerns as needed Assists in the processing ofcivil service transactions and maintenance of civil service recordsPrepares, maintains, and files reports as required Knowledge, Skills,and Abilities Considerable knowledge of departmental programs,functions, operations, policies, and procedures. Thorough knowledge ofrules, regulations, laws, and ordinances governing the work performedThorough knowledge of modern office practices, procedures, andequipment. Considerable knowledge of the principles and practices ofmodern office management and supervision Considerable knowledge, asrequired, of municipal bookkeeping and accounting Considerable generalknowledge of the organization, programs, functions, andinterrelationship of the various municipal departments Working knowledgeof the principles and practices of the fundamentals of modern municipalof administration, including budgetary and fiscal practices as requiredWorking knowledge of administrative analysis and research thepreparation of administrative reports Ability to carry out general andspecial studies and assignments, requiring the organization of materialand development of work methods in areas where no standardizedprocedures exist Ability to assemble, develop, evaluate, and analyzedata in special administrative and clerical areas. Ability to develop,lay out, install, and revise departmental clerical procedures andoperations Ability to plan, assign, supervise, and review the work ofsubordinates Ability to make independent work decisions in accordancewith governing policy, law, rules, and regulations Ability to interpretdepartmental policies, rules, regulations, and the laws under which itoperates, to subordinates and the general public Ability to enforcerules and regulations firmly, tactfully, and impartially Ability toindependently compose departmental correspondence based on precedent,brief notations, or general instructions Ability, as required, to typeaccurately and with moderate speed from copy of more than averagedifficulty Ability, as required, to take in shorthand at moderate speedand accurately transcribe dictation of more than average difficultyAbility to maintain clerical records, and to make computations andtabulations, of considerable complexity, and to make reports. Ability toestablish and maintain effective working relationships. Education andExperience: High Schol diploma or equivalent, including or supplementedby courses in general office work. Minimum of three years of experiencein difficult and responsible department clerical work, includingconsiderable suppervisory experience
