About Accounting Manager

  Under the administrative direction of the County Auditor, the position allocation to this classification is responsible for planning, organizing and directing the accounting activities of the County Auditor's Office, including the development of accounting reports, and payroll and accounts payable functions.  The incumbent is responsible for directing, developing and implementing accounting policies, controls and procedures for both the County Auditor's Office and on a County-wide basis. This is an at-will position, serving at the pleasure of the County Auditor.Examples of Duties

  Manages the County Auditor's office accounting function including directing staff engaged in maintaining departmental financial accounts and records; controlling the approved budget; preparing financial and accounting reports for dissemination to County agencies; processing of warrants and other fiscal documents for the County and outside agencies; check writing; vendor payments for County and outside agencies; and preparation, analysis, and publication of County financial statements and reports.Establishes internal operating policies and procedures.  Establishes accounting and financial policies for adoption by the County.Mentors and develops a team of managers; managing work allocation, systems training, performance evaluations, and the building of an effective and efficient team dynamic. Ensures continuing education for staff in County Auditor's Office.Accomplishes finance human resource strategies by determining accountabilities; communicating and enforcing values, policies, and procedures; implementing recruitment, selection, orientation, training, coaching, counseling, disciplinary, and communication programs; planning, monitoring, appraising, and reviewing job contributions; and planning and reviewing compensation strategies.Directs and maintains county-wide accounts and records for accounts payable; processes warrants and other fiscal documents for the County and outside agencies; check writing; vendor payments for County and outside agencies; and reports functions for all vendor payments to the IRS and other agencies.Directs and maintains county-wide accounts and records for payroll; processes county-wide payroll payments; and reports functions for all employee payments to the IRS, Washington DRS and other agencies.Directs and coordinates the County-wide audit functions of the Washington State Auditor's Office with the County; serves as a key point of contact for external auditors; and manages preparation and support of all external audits.Develops accounting policies and procedures for use internally and in County agencies.Ensures effective communication of accounting policies and procedures to staff in other County agencies.Works with agency officials to ensure accounting policies and procedures are implemented and adhered to.Develops year end close schedules.Advises County Auditor and other agency officials on fiscal issues.Sits on designated County committees to formulate and implement County accounting policies and procedures.Works with Information Systems Department to maintain and develop automated accounting systems, including identifying, acquiring and implementing systems and software to provide critical financial and operational information. Evaluates departments and make suggestions for automating processes and increasing working efficiency.Performs other related duties as required/assigned.

   

  Minimum Requirements

   

  Bachelor's degree from an accredited college or university with a major in accounting, or related field of study.

  Six (6) years of administrative accounting experience in public agency utilizing fund accounting, and/or in a public accounting firm servicing clients using fund accounting
