  WHAT WE OFFER

  The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $74,526.53 to $117,612.09 annually an employee within this position will also be eligible for the following:

  General Salary Increase - 3.5% effective December 22, 2024.

  New Hire/Retention/Referral Incentive - New hires may be eligible for a one-time New Hire incentive up to 10% of the current annual base wage. SEIU 721 MOA 2022-2025, Article 38 (Secs. 3801 – 3803).

  Merit Increases – New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

  Educational incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.

  Bilingual incentive - Incumbents may also be eligible for bilingual Incentive depending upon operational needs and certification skills.

  Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  Annual Leave Redemption -After 14,560 hours of continuous County service (equivalent to seven (7) years) an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

  Health Plans — Full time regular employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per pay period, tier two for employee plus one is $730 per pay period and tier three for employee plus family is $905 per pay period.

  Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

  Pension Plan - Participation in the County's defined benefit plan.

  Holidays -12 paid days per year which includes a scheduled floating holiday.

  VENTURA COUNTY

  The County's 1,873 square miles include 1,846 square miles of land with 42 miles of coastline which is home to the following cities and points of interest: Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thousand Oaks, and Ventura as well as national protected areas such as parts of the Angeles National Forest, Channel Islands National Park, and the Santa Monica Mountains National Recreation Area.

  Ventura County is a “general law” county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction. It focuses on serving its residents by promoting engagement, strategy, execution and accountability to include diversity, equity, and inclusion initiatives to ensure that all employees are treated with respect and without discrimination, and to improve culturally appropriate outcomes for community members.

  THE AGENCY

  The primary goal of the Resource Management Agency (RMA) is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation. RMA includes five divisions: Environmental Health, Planning, Building &Safety, Code Compliance, and Operations/GIS.

  THE DIVISION

  The division of Operations is responsible for Agency administration and provides central services that include accounting and fiscal support, personnel administration, IT support, GIS, Web and Graphic services, and clerical staffing. The Information Technology Center is responsible for managing and maintaining the agency computer systems. The center provides user support, training, and problem solving; procures computer equipment and software; researches, tests, evaluates, implements, and supports new systems and applications; develops applications, such as databases and websites; develops “eGovernment” services; and develops unified data systems from a myriad of single-use systems for GIS, web-based data access, and data sharing.

  THE POSITION

  Under general direction, the Accela Business Coordinator analyzes, designs, tests, implements and maintains the Accela Automation Civic Platform including Accela Automation, Citizens Access and Accela GIS. The position meets with users from multiple departments/agencies to determine business requirements and implements products refinements to improve and enhance delivery of services.

  The successful candidate will be skilled in online transaction processing applications including coding with Java, Microsoft SQL queries, performing advanced troubleshooting escalating to vendors when appropriate and using Crystal Reports or similar software to produce complex reports. Required are demonstrated abilities to establish and maintain effective working relationships with various stakeholders and organize and prioritize work in an efficient manner.

  The ideal candidate will possess intermediate knowledge and experience in the administration of the Accela Automation Civic Platform products.

  PAYROLL TITLE

  Office Systems Coordinator III/IV

  DISTINGUISHING CHARACTERISTICS:

  The Office Systems Coordination III (OSC III) is responsible for meeting with users to determine their requirements related to the Accela Automation Land Use Management System and then translating those requirements into procedures that can be programmed to provide system modifications and enhancements.

  The Office Systems Coordinator IV (OSV IV) is the advanced expert classification with comprehensive knowledge and abilities to perform the assigned duties and train support staff.

  Approximate Salary:

  Office Systems Coordinator III: $2,866.40 - $4,020.40 Biweekly

  Office Systems Coordinator IV: $3,406.07 - $4,523.54 Biweekly

  Office Systems Coordinator III/IV are represented by the Service Employees’ International Union (SEIU) and are not eligible for overtime compensation.

  Examples Of Duties

  Duties may include, but are not limited to, the following:

  Configures Accela Automation record types, scripting, workflows and performs maintenance of Accela Automation Civic Platform Management system.

  Performs SQL queries and report analysis for the Accela Civic Platform using Crystal Reports; produces reports.

  Performs advanced troubleshooting and maintenance for the Accela Automation Civic Platform, including Accela Automation, Accela GIS, MS SQL Server and Accela Mobile; escalates to land use processing program vendors when appropriate.

  Analyzes Accela Automation product to refine and improve product through a thorough assessment of needs, design and development of product enhancements, and provides liaison with management staff and the vendor to assure that system modifications and enhancements are completed.

  Collaborates with agency staff to implement agency's business processes, updates and maintenance within the Accela Automation system.

  Assists in the product's implementation plan, project timetables, task assignments and testing criteria.

  Creates and/or updates documentation that communicates standards and best practices of the Accela Automation enterprise team to system users.

  May train support staff and subject matter experts on modifications or enhancements within the Accela Automation Civic Platform.

  Performs other related duties as required.

  Typical Qualifications

  These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

  EDUCATION, TRAINING, and EXPERIENCE

  Extensive experience in automated office systems coordination which has led to the acquisition of the required knowledge, skills and abilities.

  Office Systems Coordinator III:

  The required knowledge, skills and abilities also can be obtained by four (4) years of related experience in technical support of land use processing programs or online transaction processing (OLTP) applications.

  Office Systems Coordinator IV:

  The required knowledge, skills and abilities also can be obtained by Five (5) years of related experience in technical support of land use processing programs or online transaction processing (OLTP) applications.

  NECESSARY SPECIAL REQUIREMENTS

  Two (2) years of experience:

  Creating reports with Crystal Reports or similar report writing programs.

  Writing MS SQL queries.

  One (1) year of experience:

  Using Java Script, Java, PowerShell or .NET based language.DESIRED

  Extensive related experience with the Accela Automation Civic Platform.

  Extensive related experience using Crystal Reports, MS SQL 2008, 2012, and 2014 and 2019 Java Scripting.

  KNOWLEDGE, SKILLS and ABILITIES

  Thorough (III) to comprehensive (IV) knowledge of the architecture, nomenclature and infrastructure of land use processing programs or online transaction processing (OLTP) applications, including Accela Automation Civic Platform.

  Skilled In:

  Configuration of land use processing program or online transaction processing (OLTP) application implementation and maintenance.

  Coding with Java Script, Java, PowerShell or .NET based language used for configuration within a land use processing program or online transaction processing (OLTP) application.

  Performing advanced troubleshooting of technical problems with land use processing programs or online transaction processing (OLTP) applications and in providing resolutions or escalating to land use processing program vendors.

  Using Crystal Reports or similar software, such as SQL Studio Reporting, and SQL scripting to produce complex reports from relational databases.

  Working (III) to comprehensive (IV) ability to:

  Perform complex analysis and design within land use processing programs or online transaction processing (OLTP) applications to implement new or improved record types.

  Establish and maintain effective working relationships with all levels of staff, other agencies, vendors, and the general public.

  Organize and prioritize work or project tasks in an efficient manner; and manage time appropriately.

  Train support staff and subject matter experts on Accela Automation Civic Platform updates.

  Prepare systems and program documentation.

  Perform advanced level of Java scripting to enforce department business rules.

  Communicate effectively in writing and orally.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

  If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

  ELIGIBLE LIST

  Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent and Extra Help vacancies for this and similar positions within the Resource Management Agency.
