GENERAL PURPOSE
Manages and coordinates water treatment plant operations. Leads and motivates treatment plant staff. Ensures water quality standards and regulations are met. Helps Operations Manager and Assistant Operations Manager develop and execute operational plans.
SUPERVISION RECEIVED
Directly supervised by Assistant Operations Manager and Operations Manager.
EXERCISED
Directly supervises Water Treatment Plant Operators.
RESPONSIBILITIES
· Oversees operation of two District treatment facilities.
· Develops, directs, coordinates, and reviews work plan for the water treatment maintenance and operations. Supervises staff, including prioritizing and assigning work. Oversees special projects.
· Provides process optimization guidance to treatment plant operators.
· Routinely inspects treatment plant systems to ensure all components are working as designed.
· Collects, reviews, and interprets plant operational data, including log sheets and logbooks, to optimize plant performance and water quality.
· Ensures water quality standards are met. Reviews and submits compliance reports to applicable agencies.
· Ensures safety policies and plans are followed.
· Participates in the development and administration of the annual budget.
· Ensures procurement policies are followed.
· Develops and implements training program for treatment plant personnel.
· Develops and implements standard operating procedures.
· Participates in the development of repair and replacement plans, emergency response plans, and other key plans.
· Participates in the planning, design, and construction of projects the water treatment plant facilities.
· Supports the management team by providing operations updates and input for key decisions.
· Communicates with the Operations Manager and Assistant Operations Manager, other district employees, vendors, customers, and others as needed to coordinate work activities, review status of work, exchange information, and resolve problems.
· Expected to be responsive to occasional after-hours emergencies involving water quality, operations, and equipment.
· Collects, reviews, and corrects errors in operator timesheets prior to approval by operations manager.
· Ensures plants are clean and well-maintained. Conducts public tours of treatment plant.
· Knowledgeable and able to perform all water treatment plant operator responsibilities. Routinely works operator shifts.

MINIMUM QUALIFICATIONS
Education and Experience:
· High school diploma or equivalent.
· Minimum 5 years of water industry experience.
· Supervisory experience preferred.
· AS in management, engineering, chemistry, or related environmental science preferred.
Knowledge, Skills, and Abilities:
· Knowledge of basic principles of hydraulics, water quality, and water treatment, and of local, state, and federal rules and regulations that water providers are subject to.
· Knowledge of Supervisory Control and Data Acquisition (SCADA) systems.
· Computer skills for scheduling, communicating, managing records.
· Ability to analyze basic chemistry and algebra problems related to water treatment.
· Ability to effectively communicate ideas, both verbally and in writing, and have strong intrapersonal and organizational skills.
· Ability to plan, coordinate, and directly supervise the work of employees, outside consultants, and contractors.
· Ability to work with a broad range of personalities and situations.
Special Qualifications:
· Maintain insurability under the district's vehicle insurance policy.
· Level IV Water Treatment Certification must be obtained within 12 months of hire.
· Mu t be willing to take and pass a pre-employment drug test and submit to a criminal background check.
