Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGER (TITLE 32), Position Description Number D1481000 and is part of the NC ANG, National Guard (ANG-145th LRS / PN 1074343). Responsibilities As a TRAFFIC MANAGER, GS-2130-09, you will serve as the technical transportation advisor to the Director of Logistics and other base operating officials on all matters directly dealing with the military and commercial movement of personnel and equipment. Ensures the traffic management and transportation services required to support the mission are accomplished; such as services incident to receipt, processing, and dispatch of commodity and passenger traffic, to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements. Inspects or provides for the inspection of commercial carrier terminals to locate and expedite the delivery of astray government shipments. Administers the procurement of military and civilian passenger travel, both domestic and international. Manages and ensures execution of the Reusable Container Program and the463L Pallet and Net Program. Exercises supervision over subordinate employees. Implements provisions of personnel management, such as the Equal Employment Opportunity (EEO)program, merit promotion, career development, performance appraisals, counseling service, incentive awards and position management. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Enlisted (SSgt/E5 and below) Minimum Requirements: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Education You must provide transcripts documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
