About Telematics Program Manager

  Job Description

  Under the supervision of the Director of Fleet Policy and Administration within the Office of Vehicle Management (OVM), the Telematics Program Manager will be responsible for overseeing the overall vendor management, report creation, data distribution, and service delivery strategy for telematics data collection within the Executive Branch fleet. The successful candidate will be responsible for driving innovation within the program through extracting value from telematics data by developing and maintaining operational processes, establishing program goals and objectives, and effectively communicating data driven information to Agency stakeholders and OSD management and leadership. In addition, the successful candidate will be responsible for continuously assessing telematics data and providing recommendations for fleet electrification and carbon reduction strategies.

  Job Functions:

  Collaborate with OVM staff and all other OSD business units to manage the vendor relationships established through various Statewide Contracts.Create, collect, and communicate data captured through the telematics platform to Agency and OSD personnel.Create data-based tools & processes to support the carbon reduction and fleet electrification goals of the Commonwealth.Assist Fleet Managers and Agency staff with the interpretation of telematics data.Coordinate and complete targeted proactive analyses for managing vehicle performance and utilization.Establish and maintain processes to ensure compliance with OVM policies and procedures.Make recommendations to Agency fleet staff and OSD Management on areas of improvement that will drive better fleet outcomes and business processes.Organize and execute logistics for installation of telematics devices, including redistribution of units.Lead efforts to further develop criteria and reporting requirements within OSD's business intelligence tool to convey information to stakeholders.Create and maintain key performance indicators for vehicles subject to oversite. Organize and conduct training sessions for Executive Branch fleet personnel.Create and coordinate the financial tracking system specific to telematics. Act as liaison between Executive Branch Agencies and the telematics Vendor. Other duties as assigned by the Director of Fleet Policy and Administration.

  SKILLS:

  Experience in telematics implementations or familiarity with telematics platforms.Demonstratable experience cultivating innovation within a program.Ability to lead a successful, engaged, and results oriented team. Excellent performance and vendor management skills.Exceptional written and verbal communication. Ability to Work in a fast-paced environment.Great judgement and analytical thought process.Effectively collaborates with peers, supervisors to achieve all operational goals.Proficient in the use of all Microsoft Office products (Word, Excel, PowerPoint, Access). Experience working within the Automotive, Insurance, or Fleet Industry.

  Preferred Requirements:

  Experience with telematics platforms.Experience with Business Intelligence Tools.Mastery of Microsoft Excel.Demonstrated data analysis skills. Experience or familiarity with fleet inventory management systems. Experience with the Automotive or Fleet Industry.Flexibility to work outside normal work hours as the position dictates.

  MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management or (B) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.

  II. A Graduate degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience.

  III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*
