About the Position: The Watervliet Arsenal is an Army-owned and-operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Establishes workload priorities, makes assignments based upon the difficulty, complexity, type of work, and employee capabilities. Oversees the development, implementation, analysis and revision of a comprehensive Arsenal Workforce Development Program and evaluation strategy in order to align the workforce development process with the Arsenal’s overall strategic plan. Serves as the subject matter expert regarding training processes to include installation administrative policies, curricula, instructional methods and techniques, facilities, and equipment. Manages the execution of the WVA Incentive Awards program to ensure standardized methods and consistent application of program criteria. Prepares papers and reports, briefs management on findings and proposes courses of action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of Specialized experience which includes: (1) Providing guidance on personnel management policies and programs, such as training, professional development opportunities and development of workforce requirements; (2) Conduct training briefings, presentations and/or courses to inform, update or educate the workforce; (3) Analyze/evaluate problem areas to provide improvement to a training program. (4) Develop, implement, and analyze standards to determine program performance and create action plans to resolve any issues. and (5) Prepare papers and staff reports, prepare and present briefings to management and recommend courses of action to resolve issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Knowledge Management Personnel and Human Resources Training and Employee Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
