Responsibilities This position serves as Chief, Water Planning Group, Water Management Division with responsibility for supervising, coordinating, and overseeing the water planning activities including WaterSMART programs, Basin Studies, the Albuquerque Area Office (AAO) Science and Technology Program, Research and Power Resources Offices' demonstration projects, and technical analysis necessary for monitoring and managing the Pecos and San Jaun Rivers and Upper, Middle and Lower Rio Grande Basin within the AAO's area of jurisdiction. The duties of this position include: Lead or perform, organize, coordinate, and complete complex technical water management analysis and studies; Develop, organize, coordinate, review, present, and execute water management plans, studies, investigations, and research projects, and provides oversight and direction on implementation for specific delegated water planning, technical support, and management activities; Provide technical support in areas of professional expertise including assistance with hydrologic analysis, groundwater assessment, conjunctive surface and groundwater management, risk assessment, decision analysis, and climate change forecasts and related adaptation and mitigation strategies; Contact and meets with water user organizations, Federal, State, and local government entities; Serve as a project manager, basin study coordinator, and principal investigator; Perform outreach and technology transfer, including speaking at public events to inform, educate, and build partnerships with Reclamation staff, other Federal and international agencies and governments, local water management entities, professional organizations, and the public. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in Federal service having demonstrated experience in at least ONE of the following areas:(1) providing administrative, financial assistance, technical, coordination, and reporting support for sustainable water resource management activities including water conservation, climate change adaptation, upland forest and snow research and protection, irrigation infrastructure improvements, water recycling and reuse, drought response contingency and resilience planning, and other Western water initiatives; OR (2) serving as a principal investigator or technical lead with stakeholders, researchers, and contractors on multi-agency, multi-disciplinary teams to implement projects to optimize existing water supplies through protection of water supply sources, more efficient operations, modernization of systems, and the application and improvement of advanced technologies, -AND- Experience in one of the following areas: (1) providing project management, developing and implementing scope, budget and schedules related to water resources management and conservation efforts; OR (2) leading multi-disciplinary teams on complex water-related projects, including establishing and maintaining collaborative working relationships with internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
