Summary This position is part of the Office of Cybersecurity, Energy Security and Emergency Response, Department of Energy. As a Supervisory Management and Program Analyst, you will be the principal expert authority and advisor to the Deputy Director for Risk Management Tools and Technology (RMT) Division. Position is Remote (Restricted)- Applicants must be located within the local commuting area of Washington, DC which has been established as 125 miles or 2.5 hours. Responsibilities As a Supervisory Management and Program Analyst, you will: Supervise a team of highly technical and complex program managers and analysts in accordance with federal regulations and agency's directives. Plan work to be accomplished by subordinates, setting and adjusting short term priorities, and preparing schedules for completion of work. Produce written performance evaluations and approving leave for subordinates. Lead the development of programs, tools, standards, and frameworks to strengthen risk management , resilience of the energy sector. Oversee a broad portfolio of programs enabling effective risk management in the energy sector. Direct and manages the formulation of technical program budgets and plans; presents and defends integrated budget proposals through internal and external review. Establish, review, and evaluate internal office operating policies and procedures, including procurement practices, quality assurance, and internal operating controls, to ensure responsiveness to executive priorities. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Participating in determining program policies, formulation of policies, development of program plans, designs and issuance of directives and instructions, and the development of recommendations; and Leading a team or project to analyze, evaluate, and improve the effectiveness and efficiency of an organization. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
