Job Description:
Parsons is looking for an amazingly talented Senior Project Manager to join our team! The Senior Project Manager shall provide direction and management for medium and large-size projects during all phases, or several small projects is responsible for the implementation, planning, programming, coordination, scope development and overall implementation of the project to meet project goals and objectives, contract terms, and stakeholder requirement. Should be familiar with the integration of engineering-technical aspects, as well as procurement and construction activities.
What You'll Be Doing:
This role/position is specific to the Jazan program, KSA.
Act as Project Manager of overall coordination and management of assigned multiple special public building projects; interface with internal Technical Affairs stakeholders from PMO, Urban Planning, Engineering, Procurement, Environmental and Construction, and external stakeholder such as IDD, F&B, Marafiq, Utility Companies, Planning authorities, etc.
Interfaces and coordinates with internal PMD sectors including planning, project controls, reporting, private projects, project acceptance and IGU.
Identifies project risks and ensures that these are addressed as the project develops.
Participates in identifying Value Engineering opportunities and attending workshops.
Develops the schedule, development implementation plan, drives the implementation of the project to adhere to the schedule. Directs other Departments (Engineering, Procurement, Construction) for the engineering design, RFP development, tender bidding and award, Construction to stay on schedule. Ensures risk mitigations are implemented appropriately.
Must have both EPC and PC project execution experience.
Must have Program and Project Management experience; Client experience preferred.
Must have both Design and Construction Project Management experience, managing projects end-to-end.
Participates in meeting with regulatory agencies and public meetings in support of the client.
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Establishes the program implementation requirements for all areas of the project and monitors the draft and final deliverables for adherence to those criteria. Responsible for the development and distribution of Project Charter to all members of the project team and TA Departments.
Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.
Makes recommendations to create project teams capable of completing effective, quality work. Discusses the qualifications required for any key project positions in specific details with the department managers, directors, and section managers.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
Works with the key project individuals to devise and execute action plans to rectify potential conflicts, coordination issues, delays, or to accommodate significant changes to the scope of work. Advises the client of any such changes.
Promotes technical and commercial excellence on the project through the application of Quality Assurance processes and compliance with Royal Commission processes and procedures. Monitors and reports to management on the progress of all project activities within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Actively addresses project risks and project progress delays.
Establishes weekly meetings to review project status and formulate action items.
Identifies and manages Subject Management expertise as required.
Perform other responsibilities associated with this position as may be appropriate.
Sensitive to local behaviors and customs.
Mentors junior staff.
What Required Skills You'll Bring:
Bachelors Degree in Engineering or related field with at least 15 years of experience in a comparable position.
Civil Infrastructure and/or vertical infrastructure.
Professional registration (PE, CEng. or equivalent).
PMP is a significant advantage.
Proven ability to perform in a management capacity.
Excellent English written and oral communication skills.
In-depth and strong knowledge of industry practices and regulations are also required.
What Desired Skills You'll Bring:
The candidate must be knowledgeable of the current IT tools and systems and how it can be effectively utilized on the project.
Middle East experience preferred.
