This IT position provides technical and consultative leadership within a technical specialization area of the WNYRIC, maintaining an expert-level understanding of the industry landscape and technology within the specialization area. Acts as the representative for specialization area providing expertise to facilitate the development of solutions for the engineering team.
Provides expertise in a technical specialization area, contributing to the development of engineering solutions that advance better, faster, and more effective systems and services at the Western New York Regional Information Center (WNYRIC).
Works flexibly and creatively as a member of the Engineering team with other Network Engineers (LAN and WAN) and Application Consultants.
Keeps abreast of new technology developments, and relevant industry trends within a technical specialization area. Serves as the WNYRIC subject-matter expert in the specialization area.
Coordinates and acts as liaison for technology collaboration between SED, the Regional Information Centers (RICs) and various members of the department, as well as all technical staff of WNYRIC.
Analyzes existing and developing product and vendor solutions, maintaining objectivity and an open mind to maximize the value of WNYRIC services while limiting costs and risks.
Presents analysis to management to guide decisions and/or make informed service adjustments in regard to the strategic direction of services and technology.
Identifies and assists in the development of new services within a specialized area.
Participate in the preparation of Request For Proposal (RFP) documents and system acquisition as necessary.
Participates in customer and prospective customer meetings to gain a full understanding of school district needs and expectations. Lead needs assessments with customers and architects appropriate solutions to maximize efficiencies/benefits and limit costs/risks.
Designs, develops, supports, and implements LAN's and their related operating systems (Microsoft SQL, 2008, MAC OSx, Linux, etc).
Directs the installation, customization, and maintenance of approved vendor supplied software for LAN operations.
Advises user training staff in preparing detailed training programs for LAN administrators.
Coordinates the monitoring and adjustment of LAN systems for optimal performance.
Organizes and prepares and shares/collaborates on necessary system documentation.
Assists in the training and instruction of users in LAN operating systems.
Prescribes the training of network operators in the efficient use of communications hardware, network management tools, and LAN/WAN Technology.
Gathers technical requirements and develops service plans, analysis, designs and cost estimates.
Regularly presents information to customers in documents and presentations in cooperation with the WNYRIC Service Coordinator. Delivers customer-specific demonstrations, technical presentations and proof-of-concept pilot projects.
Identifies, defines and documents best practices for services in the specialized area. Works with WNYRIC Service Desk and school district customers to implement best practices.
Acts as the technical liaison between the engineering team and the technical specialization team. Ensures that the needs and requirements of the team are represented to Engineering and that the initiatives of the Engineering team are communicated and coordinated with service teams.
Coordinate patches, version upgrades, server upgrades, storage allocations, etc, between Engineering and the service teams. Coordinate testing following upgrade/change events.
Coordinates engineering and applications resources to conduct focused research and development projects. Guides approved prototype and beta test projects within application specialization areas.
Acts as project owner/manager for projects within specialization area. Ensure that projects are compliant with project management processes established by the Engineering team.
Work with other project owner/managers on the Engineering team to coordinate project tasks that involve teams within a specialized area.
Acts as a project manager in other areas as needed and appropriate. Sets priorities, schedules and monitors timelines. (Managed Services)
Interfaces with WNYRIC Disaster Recovery team in support of hosted applications and disaster recovery plans and procedures.
Work with Vendors and Engineering team(s) to lead technical integration and implementation of goals and objectives related to the Western New York Regional Information Center's strategic initiatives.
May supervise staff as necessary.

Job Qualifications
Minimum Civil Service Qualifications:
Must hold permanent status as Senior Microcomputer Technical Support Specialist; Or: Must be reachable on the current Senior Microcomputer Technical Support Specialist Civil Service list (PROMO #79-291 or OPEN #65-790) ;
OR;
Must meet minimum Civil Service qualifications for provisional appointment as follows:
A) Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's degree and three (3) years of experience in data processing which included at least one (1) year of experience in programming and/or maintenance of vendor supplied operating software and, one (1) year of experience in the installation and maintenance of LAN operating systems; or;
B) Graduation from a regionally accredited or New York State registered two (2) or four (4) year college or university with an Associate's degree in Data Processing, Computer Science, Business Administration or related field and five (5) years of experience in data processing which included at least one (1) year of experience in programming and/or maintenance of vendor supplied operating software, and one (1) year of experience in the installation and maintenance of LAN operating systems; or;
C) Graduation from high school or possession of a high school equivalency diploma and seven (7) years of experience in data processing, which includes at least one (1) year of experience in programming and/or maintenance of vendor supplied operating software, and one (1) year of experience in the installation and maintenance of LAN operating systems; or;
D) An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
Additional Qualifications:
Thorough knowledge of local area network operating systems and topologies
Thorough knowledge of communications hardware and software
Good knowledge of the concepts of systems analysis
Excellent troubleshooting skills
Ability to communicate clearly, verbally, and in writing, with network users, technicians and vendors
