  About the Position

  Develops and implements occupational health and safety programs and specific training to address unique Scottsdale facilities/buildings, personnel and business operational requirements. Coordinates related Safety programs for OSHA, NFPA, DOT and other related code compliance to include Emergency Planning and Evacuation, Inspections and Assessments for facilities, equipment, vehicles, operations and services.

  This recruitment will be used to fill assignments in both the Safety and Risk Management and Public Works departments.

  Safety and Risk Management Assignment: Reporting to the City Safety Manager, provides direct support to all division/department in the development and implementation of Safety, Health and Industrial Hygiene standards and best practices and ensuring compliance with all regulatory Occupational Safety and Health (OSHA) requirements. Coordinates with division assigned peers in comprehensive citywide occupational health and safety programs to prevent injury, occupational illness, and damage to property.

  Public Works Assignment: Reporting to ­­­­the Executive Director of Public Works, coordinates with the Safety and Risk Management department, to oversee safety and health program requirements for all division staff and operations including the Capital Project Management (CPM), Facilities Management, Fleet Management, Solid Waste (SW), and Transportation & Streets departments. Assists in ensuring compliance with Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMSCA) and Federal Transportation Administration (FTA) guidelines in the performance of safety-sensitive positions and functions.

  Minimum Qualifications

  Education and Experience

  Bachelor's Degree in Occupational Health and Safety, Training, Public Administration, or related field from an accredited educational institution.Five years of experience in occupational health and safety, training, security and/or emergency planning program development.An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.Preferred for Safety and Risk Management assignment:

  Five years of experience in industrial hygiene programs focused on reducing/eliminating workplace injuries and illnesses and providing a more healthful work environment. Two years as a Certified Industrial Hygienist (CIH)Preferred for Public Works assignment:

  Three years of experience in a municipal setting supporting Public Works, Utilities, Construction and Maintenance departments with specific regulatory tracking and reporting requirements. Completion of an OSHA approved certificate program such as Specialist in Safety and Health (SSH), Public Entity Safety and Health (PESH) or similar program.Possession of an American Traffic Safety Association (ATSSA) Traffic Control Supervisor or Traffic Control Technician certification, or the ability to obtain within 6 months.

  Licensing, Certifications, and Other Requirements

  Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work. Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

  Essential Functions

  Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:

  Maintains federal, state and local mandated documentation on all division training and programs which include OSHA and NFPA annual employee training requirements on Respiratory Protection, Confined Space Entry, Fall Protection, Hazardous Material Handling, Hearing Conservation, Personal Protective Equipment, Electrical Hazard Protection and Process Safety Management/site risk management plans (EPA and ADEQ)Develops and conducts safety training programs and manages the safety program to ensure compliance with OSHA requirements, facilitates employee safety committee meetings and safety circle training.Completes and updates Job Hazard Analysis (JHA) for all division employees by job description and hazards Identification and Assessments for facilities and buildings.Completes investigation of accidents and injuries using Root Cause Analysis techniques.Develops safety emergency planning training programs including evacuation, workplace violence, in conjunction with the City of Scottsdale Fire Department's Emergency Management Services, Scottsdale Police's Homeland Security Division and OSHA that satisfy the training demands for employee and department awareness against potential criminal actions or terrorist acts.Manages the occupational health, safety security orientation process for new employees to ensure performance objectives are met during the initial 180 days of employment.Drives to all facilities to perform safety audits and inspections per OSHA and other authorities having jurisdiction.
