  _About the Organization_: The Executive Office of Health and Human Services is the largest secretariat in state government and is comprised of 11 agencies and the MassHealth program. Our efforts are focused on the health, resilience, and independence of the one in three residents of the Commonwealth we serve. Our public health programs touch every community in the Commonwealth. We support individuals who are developmentally disabled, mentally ill, blind, deaf or hard of hearing. _About the Role_: * * TheEOHHS-ITteam supporting theDepartment of Transitional Assistance (DTA)is seeking aProgrammerto function as a member of a team responsible for writing software based on user requirements and developing system specifications and documentation used in the development, implementation, and maintenance of J2EE web-based applications deployed on UNIX/AIX servers. The incumbent of this position will be working on theDTAenterprise eligibility determination and case management solution calledBenefit Eligibility and Control On-line Network (BEACON), an application built on a complex architectural framework. The successful candidate will be required to work with outside companies and agencies coordinating and processing data between these entities andEOHHS/DTAas needed to increase data accuracy of various systems. The incumbent of this position will have the ability to establish and maintain effective working relationships and will be able to identify and successfully troubleshoot problems and collaborate with vendors and other IT teams for successful resolution. The primary work location for this role will be at600 Washington Street, Boston, MA 02011. The work schedule for this position isMonday thru Friday, 9AM to 5PM EST.This position includes periodic 24 hour by 7 day per week support including evenings and weekends. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. * *Responsibilities: * · Work in a SOA development environment supporting all phases of the J2EE based Enterprise Application including but not limited to design, development, testing, implementation, and system modifications. · Work with shell scripting within UNIX/AIX environments; be fluent in the native commands, tools, and utilities. · Ensure existing systems are stable, accurate, and all anticipated production is correct. · Create and maintain technical documentation including startup, shutdown, and maintenance procedures, and develop platform and environment documentation as needed. · Maintain the application source code in a controlled environment (i.e. Git Bitbucket). · Ensure all communication/documentation concerning applications is well communicated as the development progresses from phase to phase. · Create, update, and contribute to application documentation as directed by Manager, including but not limited to Requirements and Functional Documents, Asset Descriptions, System Architecture Document, Release Management Guide, Project Plan, Test Plan, Test Scripts, etc. · Perform automated and manual testing (Unit testing, ADA testing, performance testing, etc.), in addition to creating and maintaining scripts and plans for automated and manual testing. · Provide architecture and configuration recommendations as required and ensure all environments are compliant and adhere to industry best practices. · Develop working Proof of Concept models when required. · Create DB Objects for Development and Test Databases only; as application software migrates beyond the Test environment, provide database Object / DDL scripts to the System DBA team to migrate those constructs to upper environments. · Understand DBMS security including concepts such as - add / remove users and related access permissions (not application security), administering quotas, auditing, and checking for security problems. · Work with operations and systems administration teams to understand backup and recovery strategies for databases; support those teams to help develop and administer the disaster recovery plan (DR) as needed. · Comply with federal and state laws as well as any policies, requirements, or standards from EOHHS, individual agencies, our DBA teams, and EOTSS. *Preferred Knowledge, Skills & Abilities: * · Working knowledge of JAVA/J2EE, JBOSS, APACHE, ECLIPSE, Git Bitbucket, Jira/Confluence. · Working knowledge of Oracle Databases (including TOAD). · Excellent Programming skills and experience working within a SQL environment is strongly preferred. · Working knowledge of the Agile Methodology using Jira. · Demonstrated ability to work independently, as well as within project teams including, but not limited to; project managers, developers, business, systems, SQA analysts, business users/stakeholders, and external personnel. · Knowledge of mass printing tools/software is preferred (i.e. Pitney Bowes’ StreamWeaver, Finalist, and VeriMove Software) particularly managing development of printed communication in the form of letters, notices, forms coded in Jasper, HTML, and post script. · Experience with developing and testing complex eligibility management systems. · Experience with TAFDC, EAEDC, SNAP and SSA policies are preferred. · Understand concepts of document processing from design, customization, data-loading, production, and distribution. · A fundamental understanding of basic networking concepts, especially in the realm of TCP/IP. · Knowledge of designed processes for application code migrations and experience supporting migrations for large scale applications. · Highly analytical, with the ability to independently analyze, document findings and recommend solutions. · Strong communication and organizational skills and the ability to handle multiple priorities. · Working knowledge of AWS Cloud is a plus. *Education and Certifications: · Bachelor’s Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience. _Pre-Offer Process:_ A criminal background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
