Hennepin County engaged a vendor to implement PeopleSoft as our Enterprise Resource Planning (ERP) system in 2011. Over the past years, we have built out the system and related business processes, but inefficiencies due to turnover, reorganizations, and general business changes since the initial ERP implementation led us to feel that there are opportunities to better understand and optimize our system functionality and business processes related to HR and eLearning processes. We are looking for strategic advisory services that will analyze our current HCM and ELM systems, our operational and business processes, and our governance processes (policies, procedures, and controls), factor in industry standards, best practices, products, and services available, and recommend a roadmap for change to optimize our enterprise level functions. Hennepin County is currently running PeopleSoft in the Oracle Cloud Infrastructure - HCM 9.2.45 (planned upgrade to 48 planned in March, 2024), ELM 9.2.23, PeopleTools 8.60.05, Phire 18.1, GT Framework 3.30.04, and Appsian 23B58
Project work includes:
Strategic advisory services for Human Resource and eLearning functions managed through PeopleSoft ERP system to analyze our current PeopleSoft HCM and ELM system, our operational processes, and our governance processes (policies, procedures, and controls), factor in industry standards, best practices, products and services available, and provide relevant demonstrations to the Human Resources team as well as field questions from teams, with the goal to recommend a roadmap for change to optimize our enterprise level HR and eLearning functions within PeopleSoft.
Change implementation is a potential subsequent phase 2 opportunity.
Project deliverables include:
Current state analysis of Hennepin County's instance of HCM and ELM and corresponding business processes
Gap analysis of Hennepin County's current state compared to industry standards, products, and best practices
Recommendation for business process improvements / new business process implementations
Recommendation and implementation roadmap of delivered functionality changes to optimize our HCM and ELM systems, including a demo / walk-through of new functionality
Conduct demonstrations of available industry standards and best practices related to common implementations
Candidate should possess:
Extensive level of functional experience of the PeopleSoft HCM and ELM applications / modules
Extensive level of HR and eLearning solutions experience across the industry
Extensive level of interfaces/integrations of in-house solutions to and from vendors
Experience in governmental processes and controls
Understanding of Oracle Cloud Infrastructure and services
