This position is in the Aircraft Carrier Design and Systems Engineering Directorate (SEA 05V) at Naval Sea Systems Command (NAVSEA). This position will be at the Washington Navy Yard. The incumbent serves as CVN 68 Class Out-of-Plant and Topside Inactivation Lead directly supporting the Nimitz (CVN68) Class Aircraft Carrier Inactivation Manager. The candidate will provide technical and programmatic support SEA 05V and PMS 368 to develop the planning products necessary to execute the Ship’s Terminal Offload Plan (STOP), defueling and Inactivation. This effort requires coordination and liaison with engineering, management, and production activities that include the Carrier Engineering Team (CET), NAVSEA Technical Codes, In-Service Engineering Agents (ISEAs), Naval Reactors, Participating Acquisition Resource Managers (PARMs), SUPSHIP Newport News, Planning Yards, TYCOMs, shipbuilder (NNS), Naval Ship Support Activity (NSSA), and General Dynamics NASSCO. Occasional travel may be expected in this position.
Duties and Responsibilities:
Support the planning efforts for CVN 68 Class Inactivations to include the STOP, Offload, Defuel and Tow Preps, and Post Inactivation and Dismantlement.
Support development of plans and policies for CVN 68 Class Inactivations to include the Tow Spec, equipment removal list, and dry dock work package.
Coordinate inactivation planning efforts with all of the Inactivation Stakeholders.
Provide technical input and maintain close contact with the appropriate programmatic and technical organizations for Inactivation Authorized Work Package (AWP) development and maintenance.
Provide technical review of NASSCO and NNS technical submittals and provide recommendations to appropriate organizations (PMS 368, SEA 05, SEA 08, SUPSHIPNN, PARMs and TYCOM).
Review technical documentation developed by NNSY, NNS and NASSCO for completeness, technical adequacy and accuracy.
Conduct ship checks as needed to determine and document ship configuration and assess/resolve technical issues.
Develop tasking, accomplish Design Studies, and prepare white papers, briefs or other supporting documentation to support currently identified and any emergent Inactivation issues.
Facilitate resolution of issues identified by the shipbuilder, planning yard and other Government Activities. Provide options and assess impact of any changes to what is currently planned for contract.
Minimum Qualifications:
Naval Architect or Engineer with a four-year degree and 10 years experience.
Experience with the CVN 68 Class Aircraft Carriers
Experience with US Navy vessels (preferably nuclear powered ships)
Good technical writing and communication skills
Preferred Qualifications :
Degree in Naval Architecture from an accredited university.
Worked with or at a shipyard, Naval Surface/Undersea Warfare Center (NSWC/NUWC), Supervisor of Shipbuilding Command (SUPSHIP), Regional Maintenance Center (RMC), and/or Type Commander (TYCOM) supporting construction, operation, maintenance, modernization, and/or repair of shipboard electrical systems
Experience working with technical authority (e.g. NAVSEA 05 and 08) Experience working with program managers (e.g. PEO Carriers, PMS 312, PMS 378, etc.) in an engineering role
Strong writing and communication skills
