Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufacturer s manuals or similar or similar documents. Examples of such problems include determining the location and density of circuitry, evaluation electromagnetic radiation, isolating malfunctions, and incorporating engineering changes.
Work typically requires a detailed understanding of the interrelations of circuits. Exercises independent judgment in performing such tasks as making circuit analyses, calculating waveforms, and tracing relations in signal flow. Uses complex test instruments such as high frequency pulse generators, frequency synthesizers, distortion analyzers and complex computer control equipment. Work may be reviewed d by supervisor for general compliance with accepted practices. May provide technical guidance to lower level technicians.
Conduct orientation and technical instruction for other site personnel and lower level technicians on the operation, maintenance, testing and troubleshooting of station communications equipment with special emphasis on communications operational procedures. Determine requirements for repair parts, on-hand spare parts and other support equipment necessary for maintenance and operations and coordinate with supply personnel to assure timely logistic support. Originate weekly and monthly PMS schedules and monitor schedule compliance. Perform frequent random inspections to ensure timely and proper completion of scheduled PMS requirements.
Maintain all records relating to AWN equipment configuration, SKED PMSschedules, maintenance actions, additions, deletions, modifications of equipment and any authorized modifications to existing Maintenance Requirement Card (MRC) in accordance with OPNAVINST 4790.4 (Series) and or NAVCOMTELCOMINST 4790.1 as applicable. Conduct a continuing review of MRC s applicable to installed equipment to ensure adequacy and accuracy of PMS coverage.
Prepare for signature all required reports relating to the Maintenance Management (3M) System. Review 3-M materials and maintenance data system documents submitted by maintenance personnel to ensure technical accuracy and timeliness in reporting information. Compose required reports, messages or letters, prepare obtain and disseminate as appropriate pertinent directives, notices, references, instructions or materials required for administration and management of the 3-M maintenance system; conduct 3-M meetings with maintenance personnel to ensure adequate administration, training and qualification of personnel associated or involved in 3-M operations and maintenance; on a quarterly basis to evaluate
3-M systems maintenance performance, administration, accomplishment, 3-M safety procedures and training.
Provide detailed inspection reports describing problems and deficiencies with recommendations for correction. Ensure all personnel are provided required CPR training annually as required by OSHA. Research technical correspondence, publications or other materials as required furnishing analytical evaluations of new or revised maintenance procedures; assisting maintenance personnel in development or revision of specific maintenance routines for equipment as required. Serve as the EKMS Local Element and oversee CMS/Crypto operations. Conduct operational PQS and technical training. Conduct performance spot-checks. Prepare all required operational and maintenance reports. Review daily radio logs, order wire records and resolve and resolve or correct operational deficiencies. Coordinate circuit requirements with technical control; ensure current operational and maintenance status is available; continually review standard operating procedures and changed provide inputs to management; provide technical assistance to maintenance personnel in resolving complex technical or communications problems. Required Education, Experience, & Skills
Ten (10) years progressively responsible technical or craft experience in electronics, electricity, engineering, communication, physics, or similar field that provides technical knowledge, and background that could be applied in the testing, evaluation, installation, maintenance or repair of electronic systems and equipment.
Within the last six (6) years, four (4) years specialized experience in the theoretical and practical knowledge of electronic theory and of characteristics, functions of operations an capabilities of FVLF /HF transmitters, and a variety of transceivers, receivers, associated ancillary equipment, crypto and various other communications electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in duties as testing, troubleshooting, operation, calibrating, aligning, maintaining, repairing or instructing on electronic equipment or similar functions; administrative, technical or professional experience which demonstrates a good knowledge of the functional and operational requirements and capabilities of one or more types of military communications systems; or experience in operation and supervising Naval communication activities, compiling data and operational reports, scheduling and controlling circuits or providing or controlling military communicate and maintenance services.
Successful completion of either the U.S. Navy Electronics Technician "A , and C or equivalent training in electronics from documented degree from an accredited college, junior college or technical school which included a formal curriculum in electronics technology or communication technology or equivalent that provided the skills and knowledge necessary to repair and maintain various communications electronics (C-E) equipment and peripherals is desired. Documentation of successful completion of training must be provided with resume and must include course content.
Successful completion of formal U.S. Navy Maintenance and Material Management (3M) 303 Work Center Supervisor training is required.
A minimum of three (3) years supervisory experience that demonstrates ability to perform as Site Lead in the temporary absence of the Site Manager.
Knowledge is mandatory of electricity and radio theory, including transistors, solid-state components, vacuum tube theory, and digital techniques applying to ground radio communications and related to equipment maintenance; and interpretation of management information data, technical orders, blueprints, wiring diagrams and schematic drawings.
