Summary You will serve as a MILITARY SUPPORT SPECIALIST in the SCSTC Det Middle Pacific (MidPac) of SURFCOMSYSTRNCMD DET MIDDLE PACIFIC. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will administer the Command Security Program to ensure proper classification management, Personnel Security, Information Systems Security, and Classified Material control. You will draft all personnel security actions. Receive, review, and approve requests for clearances, final adjudication, special investigations, periodic reviews, foreign travel, and Contractor Common Access Card (CAC) administration. You will manage all financial resources allocated to activity from SCSTC Headquarters. You will formulate and calculate activity funding requirements to support training missions for current and out-year projected requirements. You will be responsible for prompt certification of all invoices received from multiple contractual methods for services and materials received for activity. You will be responsible for payment of all vendor bills in a timely manner in accordance with cash management policies and guidelines of the Wide Area Work Flow (WAWF) and Prompt Payment Act (PPA). You will be the Agency Program Coordinator (APC) for the Government-Wide Purchase Card Program (GCPC) and the DOD Travel Charge Card Program. You will serve as the command subject matter expert for all military personnel and pay systems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of DoD regulations for Defense Travel System (DTS) and Government Travel Card Program while advising employees and supervisors of travel rules and protocols in accordance with the Joint Travel Regulations; 2) Displaying experience with budget administration to include preparation and execution of annual command budgets (OPTAR) for equipment, supplies, renovations, and repairs; 3) Utilizing automated software systems such as military personnel and pay systems, Microsoft Excel, Office, and Access to create, enter, and manipulate data, graphs, and reports; and 4) Communicating effectively in writing and verbally to provide briefs to all levels of the chain of command, providing instructions and information to employees, and negotiating changes in current processes, while creating, preparing, and presenting visual aids.
