Position Purpose
This leadership position is responsible for the safe, reliable, operations of a dual mission, integrated CT Combined Cycle (CC) and CT Simple Cycle (CT) facility. An integrated CC & CT site consists of a site with one or more Combined Cycle (CC) blocks along with either co-located or adjacent multi unit Simple Cycle (CT) block. In this expanded responsibility, the leader shall ensure processes and standards are in place and adhered to in order to deliver optimal operational performance from both CC and CT sites while delivering on objectives for safety, reliability, regulatory compliance, and financial performance. This role shall provide leadership for all direct reports responsible for CC and CT operations, to ensure reliable & efficient operation of the plant in accordance with all applicable technical specifications, TVA policies, programs and procedures. They shall also provide stewardship and support in management of Capital and O&M budgets to ensure proper use of resources towards the best interests of TVA and their customers. This role shall work collaboratively with site maintenance leadership to ensure proper and consistent execution of all maintenance and reliability activities to deliver maximum reliability of both CC and CT assets. This leadership role is responsible to both establish standards of employee performance for all employees under their responsibility while also providing regular and consistent feedback and to establish and document development and growth plans for all direct reports.
Job Dimensions
Supervisory Responsibility— Directly supervises 1 foreman, 4+ Lead CC Operations Technicians, and 20+ represented employees.
Budget Responsibility— Budget oversight for this area of responsibility is approximately $8-10 million in O&M with an overall asset responsibility of approximately $1 billion.
Principal Accountabilities
Direct and monitor daily plant operations to ensure safe, efficient, and reliable operation of the plant.
Direct plant shutdown or cessation of an operation when continuation would create unsafe conditions or noncompliance with regulations.
Ensure all safety and asset technical risks are considered in the operational practices.
Ensure that all Combined Cycle Operation Technicians and Simple Cycle Technicians are trained, qualified and have the right level of knowledge and experience to perform assigned plant duties. This includes being able to assess the adequacy of the CC OpTech and CT Technician training programs and making adjustments as needed to meet the needs of the plant.
Manage resource allocation to provide operations support for outages/and forced shutdowns.
Monitor plant activities to identify design changes and make procedural changes for improvements that are industrial safety related or related to efficiency or productivity while integrating risk based decision making.
Manage activities to provide input data for the integrated plant schedule for operational activities affecting the plant and implementation of those activities to support the schedule.
Establish policies consistent with station guidelines to enhance plant operation.
Temporarily assume duties of Plant Manager as designated, during absence from the station
Maintain continuity among all operating crews.
Monitor crew training and provide feedback to ensure highest standards of training are maintained.
Participate in development of a budget and operate within the approved budget.
Control Operations overtime to within department budgeted costs.
Coordinate with other plant organizations to optimize plant efficiency, reliability, availability, capacity factor, megawatt output, and thermal performance while minimizing technical risk to the asset.
Promote an atmosphere of strong teamwork by demonstrating and modelling effective safety, collaboration and decision making behaviors.
Provide management and oversight of the plant operating crews during the initial commissioning and startup activities of a new combined cycle plant.
Provide combined cycle operations expertise required during the engineering and construction phases on new combined cycle plant projects. This would include operational oversight of plant control logic development, and plant mechanical/electrical design.
Provide management of the development of operational procedures for new and existing combined cycle plants.
Minimum Requirements
Education. – B.S. Degree in a technical field or equivalent technical education, training and experience.
Experience. - At least 10 years’ experience. Including three (3) years of management supervisory experience in power plant maintenance or operations or five (5) years’ experience in power plant maintenance or operations of which two (2) years are in a management supervisory capacity or a Lead/technical role.
Knowledge/Skills/Abilities— These Combined Cycle units utilize the most advanced technology in the industry and require a higher level of technical knowledge, programmatic rigor, and operational experience. Familiarly with computer based operations management systems. Ability to interface with multiple customers and technical groups simultaneously. Must be able to travel up to 20% of the time. Shift work may be required to meet the needs of the power generation system. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
