Position Overview
As a Manager on the Environmental Compliance & Strategy team, you will beresponsible for the development of project-specific federal and/or stateenvironmental strategies and compliance requirements to support thedevelopment, construction, and operation of long-distance transmission andutility-scale generation (wind and solar) projects in Oklahoma.
The ideal candidate will have an expert-level understanding of renewableenergy project processes and experience and expertise interpreting andapplying federal and state environmental laws (NEPA, ESA, and CWA, andother federal environmental laws), federal guidelines (WEGs), andpolicies, and developing innovative environmental compliance strategies forcomplex utility-scale projects.
The ideal candidate will be an organized and collaborative self-starter with akeen attention to detail, with the ability to handle multiple projects atvarious stages of development, construction, and operations. Thesuccessful candidate will have demonstrated capabilities in managing theenvironmental compliance process for utility-scale renewable energy and/ortransmission projects and an understanding of NEPA, ESA, CWA, and otherfederal environmental laws.
To fulfill these duties, you will collaborate with internal project teamssuch as transmission and renewable development, engineering, governmentaffairs, and construction management; external teams like environmentaland engineering consultants, and external legal counsel; and externalstakeholders such as private landowners, state/federal resourceagencies, and conservation organizations.
Responsibilities
Advise ECS management, development teams, and others regarding theenvironmental permitting of projects from planning phases throughimplementatioIdentify and communicate project needs, schedules, and risks acrossproject support teams. Work collaboratively and efficiently with internalteams and external parties (e.g., consultants and counsel) to executeproject work on schedule, and develop strategies to addressenvironmental-related issues.Supervise the work of project environmental consultants, and manage effortswhich includes reviewing proposals, scheduling survey timelines, andensuring survey methodologies follow wildlife agency input and satisfy permitconditions/project needs.Review resource reports with critical attention to meeting regulatorystandards, data and documentation accuracy, and survey objectives,methods, and results. Review technical reports provided by consultants.Develop strategies to mitigate environmental impacts of projects from projectinception through post-construction.Advise on project design in collaboration with generation and transmissiondevelopment and engineering teams to ensure compatibility with projectcommitments/requirements.Respond to internal environmental-related inquiries in support of projectcontracting, project financing, and third-party due diligence.Ability and desire to maintain a complete and organized project record todemonstrate compliance with federal and state wildlife regulations.Leads agency meeting engagement, including strategy and material development.Participate in regional and national initiatives, symposia, conferences,and industry groups as needed to achieve Company objectives.Support Tribal Nation engagement in close collaboration with the project'sTribal Liaison.Build relationships and support federal and state regulatory agencyconsultation by leading coordination early and often through develo ment,construction, and operation as needed.
Required Qualifications
Bachelor's degree required5+ years in energy project developmentDemonstrated ability in developing energy projects through complex permittingenvironments to construction/financing.Experience and expertise interpreting and applying federal and stateenvironmental laws (NEPA, NHPA, BGEPA, MBTA, ESA, and CWA),guidelines, and policies, and developing innovative environmentalcompliance strategies for compliance for complex utility-scale projects.Must be willing to travel as needed (20%), depending on the needs ofthe project.
