About Intelligence Specialist (Operations)

  Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as an Intelligence Specialist (Operations) and as a Counterintelligence (CI) Instructor at the J2X Management Course. Responsibilities Performs active operational CI gathering and CI operations within various operational/geographical areas that may range from neutral to hostile. Reviews and evaluates all intelligence information gathered/developed upon mission accomplishment. Determines what mission information is appropriate and beneficial for integration into lessons-learned training, and how to present identified real-world scenarios in the most efficient, effective way possible. Conducts training on complex and technical CI management. Trains joint students on DoD, Joint, and Service level CI management policy, communications, and data systems. Serves as a subject matter expert (SME), regarding aspects of training. Designs, develops and implements training and curriculum for the organization. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. This definition of quality level of experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is defined as: Experience with Counter intelligence operations to include research, analysis or collections AND experience providing Counterintelligence operations related training. NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Selective Placement Factor: Per DoDD 5240.02, DODI 5240.10, AR 381-20, eligible applicants must be a graduate of a DoD Counter Intelligence special agent credentialing course. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of completed training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Failure to submit this required documentation will result in an ineligible rating. You will be evaluated on the basis of your level of competency in the following areas: Education and Training Technical Competence Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
