  Summary This position is located at the Department of Homeland Security, United States Coast Guard, Maritime Intelligence Fusion Center Pacific (MIFC PAC), in Alameda, CA. Responsibilities In this position as an Intelligence Operations Specialist, you will work within the Intelligence Operations Division and perform all-source intelligence analysis on maritime security threats and issues within the US Coast Guard's Pacific Area of Responsibility/Pacific Theater. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Collecting, evaluating, interpreting and integrating data from multiple sources to recognize key indicators of future events that impact USCG operations or related security conditions in the Pacific Theater. Fusing all-source intelligence and performing subject matter expert work on potential areas including, but not limited to transnational crime, terrorism, geopolitical issues, living marine resources, and/or vessel targeting. Applying knowledge of intelligence resources and using initiative and imagination to obtain relevant intelligence information. Preparing complex reports, analytical products, and intelligence projections and estimates as well as conducting briefings. "This position has been identified as a drug testing designated position (TDP) for purposes of the DHS Drug Free Workplace program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result." Requirements Conditions of Employment U.S. Citizenship is required. A non-disclosure agreement must be signed. A one-year probationary period may be required. Background Investigation is required. Qualifications At the GS-12 level: Applicants must have year of specialized experience equivalent to the GS-11 grade (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills and ability to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Performing duties such as conducting, researching, analyzing a wide range of raw intelligence information. Determining which intelligence information is relevant. Drafting assessments and briefings senior officials on their intelligence findings. Analyzing of raw intelligence data. Writing intelligence collection reports and analyses. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education This position does not have a positive education requirement. Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 25% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. Relocation Incentive: Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 25% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. Student Loan Incentive: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement. All Federal employees are required to have Federal salary payments made by direct deposit.
