SUMMARY
Provides highly technical support to* HHS* HR Manager (Administrative Officer 2/Operations Manager) to assure completion of personnel actions and employee development of staff in the Office of Children & Youth and the overall Department of Health & Human Services. Responsible for supporting community professionals on requirements under the law for reporting suspected child abuse and neglect.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for all agency personnel functions and employee benefits transactions to assure compliance with all County Personnel rules, regulations and procedures. Functions include liaison activities with County and State personnel administration agencies, coordination of intra-agency program administration, including intra-agency management of employment transactions, performance evaluations, salary adjustments, current employment histories, development of job descriptions and job postings, arrangement for leaves of absence, coordination of performance evaluations and annual job objectives and maintenance of staffing levels necessary for effective operations. Maintains confidential personnel files for complete and accurate record of County employment history and related information. Reviews, revises and develops agency policies and procedures for all intra-agency personnel matters, upon direction of Administrative Officer 2. Responsible for liaison functions with County Human Resources Department and consultation in all employee personnel transactions, benefits administration, education assistance program and related activities;Serves as in-house liaison to staff for consultation concerning utilization of County employee benefits program, health care package options, County personnel policies and procedures, and regulatory compliance; Maintains current Office of Children & Youth licensing and civil rights compliance. Assists with monitoring Children & Youth compliance with State and County regulations and policies, reporting to governing and regulatory entities, public information and internal policy & procedure revision;Upon assignment by Administrative Officer 2, analyzes administrative issues such as overtime payment excesses, comparative foster care payment schedules in neighboring counties, statewide comparison of employee salary data, comparison of benefit information, and analysis of internal policy and procedure development in comparison to adjacent counties. Reviews, drafts revisions, and develops policy and procedure for review with administrative staff for potential modifications;Identifies prospective donors and liaisons with SuperKIDS of Montgomery County Inc. for distributing private donations made to Children & Youth on behalf of clients served. A network of local businesses and civic organizations is maintained for support of children's' special needs, donating services or providing in-kind or monetary contributions valued at over $50,000 annually;Serves as representative to consortiums, ad hoc groups and tasks forces as needed including Citizen Advisory Committee and SuperKIDS of Montgomery County;Provides education and training to ad hoc groups, consortiums, and mandated reporting sources including 52 police departments, 22 school districts, 11 hospitals and 40 social service agencies;Develops visual training materials such as graphs, slide presentation and charts for use in training and presentations for staff and public;Serves as the 504 Coordinator for the Office of Children & Youth. Provides consultation, responds to concerns and questions regarding services, case specific agency intervention and provides general information and referral services upon request;Other duties as assigned.REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
Public administration principles and practices;Principles and practices of public personnel administration and office management;Ability to gath r, assemble, correlate and analyze information and devise solutions to administrative problems;Ability to develop, install and evaluate administrative problems and procedures and subject data to statistical analysis;Ability to establish and maintain effective working relationships with all levels of agency staff, other administrative officials, the public and the professional community;Ability to clearly and concisely express ideas, orally and in writing;Knowledge of basic social, economic and health problems and available resources related to child welfare;Ability to exercise judgment and discretion interpreting and implementing agency, County, State and Federal policies and procedures;Knowledge of current casework practices and procedures, agency goals, objectives and service trends, structure, organization, methods of public and private child welfare agencies & institutions;Knowledge of current legal, legislative and regulatory mandates governing provision of services to children, youth & families;Ability to work as a member of an administrative team and assist where needed, as necessary to assure efficient agency operations.QUALIFICATION REQUIREMENTS
Bachelor's degree in Public Administration, Social Work or related degree with training in social services administration, public administration or public information, supplemented by a minimum of seven years of progressively responsible and varied administrative duties, including experience in personnel management, public administration, procurement and/or program development. Prior experience in public agency, providing direct child welfare services is preferred;This position is subject to mandates requiring Child Abuse, Criminal History, and FBI Clearances for employment;Pennsylvania residency is a requirement for this position.
