  About Indiana Geographic Information Office (IGIO):

  The IGIO facilitates the development, maintenance, distribution, and use of comprehensive statewide geographic data and geospatial technology to empower governments, universities, and businesses to address issues affecting Indiana’s physical, economic, and social well-being. We:

  Coordinate geospatial efforts between and among units of the federal, state, and local governments.

  Integrate GIS data developed and maintained by state agencies and political subdivisions into a statewide base map.

  Develop and maintain statewide framework data layers associated with a statewide base map (orthoimagery, elevation, cadastre/parcels, PLSS, geodetic controls, addresses, street centerlines, government boundaries, and many more

  Provide public access to GIS data and framework data in locations throughout Indiana.

  Salary:

  This position traditionally starts at an annual salary of $79,118. Salary for this position may be commensurate with education and job experience.

  Role Overview:

  The Indiana Geographic Information Office (IGIO) data harvest is a collaborative project with Indiana counties to increase the availability of key data layers at all levels of government. GIS data is collected annually from all 92 counties including address points, street centerlines, parcels, and administrative boundaries. In 2024, the IGIO will be implementing a new web-based spatial validation platform to help increase the accuracy and standardization of the data submitted by counties. This platform will be capable of running several rule checks on submitted data to identify both spatial and attribute issues.

  The Data Harvest SME will be the IGIO’s top technical resource for all things related to the data harvest, including administration of the new spatial validation platform, the data schema and requirements, and the National Emergency Number Association’s (NENA’s) Next Generation 911 (NG911) data standard.

  A Day in the Life:

  The essential functions of this role are as follows:

  Become an expert with the new spatial validation platform.

  Identify new rules that should be implemented or existing rules that should be modified.

  Work with the GIO, Deputy GIOs, and GIS Outreach Coordinators to answer questions about the platform, the Data Harvest, and the quality of the data.

  Develop and maintain the statewide geocoder built from the statewide datasets.

  Establish, contribute to, and coordinate a network of GIS addressing and NG911 specialists, both within the state and nationally.

  Perform quality control on the submitted Data Harvest data.

  Document and share best practices and maintain Data Harvest-related websites.

  Host data improvement and collection trainings and webinars in coordination with IGIO team and collaborators.

  What You'll Need for Success:

  The ideal candidate in this role should minimally have either

  Experience maintaining address information (address points, street centerlines) is required, especially in a GIS.

  Strong knowledge of GIS and data standards. Experience with NENA’s NG911 GIS standards is preferred.

  Experience maintaining parcels and/or Computer-assisted Mass Appraisal (CAMA) data preferred.

  In-depth knowledge of GIS software, such as Esri’s suite of products.

  Experience with automation languages or tools such as Python, ArcPy, ModelBuilder, ArcGIS Data Interoperability Extension, or FME.

  Excellent communication skills and experience presenting complex material to small or large groups effectively.

  Detail-oriented.

  Experience with a county or local government preferred, including an understanding of government operations and locally-sourced datasets.

  Strong relationship-building skills.

  Supervisory Responsibilities/Direct Reports:

  This role may provide direct supervision for one or more staff members.
