The Engagement & Development Unit (EDU) resides in the Council’s Office of Equity and Equal Opportunity (OEEO). The purpose of the EDU is to implement comprehensive and targeted small business development, outreach, and engagement programs, initiatives, and tools to support inclusive participation in Council Programs, activities, and services. Together with the EDU, the Council’s goal is to achieve equitable outcomes for our contracting and procurement activities. As such, EDU team members are expected to have a high-level understanding of the Council's strategic goals around accessibility, inclusivity, and equity.
How your work would contribute to our organization and the Twin Cities region:
As the EDU Manager,you will be responsible for managing the unit, supervising, and developing several direct reports, as well as initiating and implementing comprehensive small business development programs and outreach and engagement programs. The Manager serves in a lead role for outreach and marketing efforts related to EDU priorities; provides strategic direction in the development of outreach and communication plans; and leads efforts to assess how outreach and engagement activities relate to regional goals. The Office of Equity and Equal Opportunity administers two small business-contracting programs: the Disadvantaged Business Enterprise (DBE) program and the Metropolitan Council Underutilized Business (MCUB) Program. The EDU Manager will engage closely with these programs and associated leaders.
What you would do in this job
Develop relationships with internal/external stakeholders and create supportive services programs to improve the performance of Council/OEEO small business and workforce equity programs.
Identify partnership opportunities, constituencies, and organizations; develop outreach plans; recruit constituencies for participation; recommend necessary staff and resources to support outreach plans; maintain constructive relationships with Council stakeholders and work to build consensus among this group to assist EDU in achieving Council and OEEO program goals with stakeholder groups not represented in the DBE and MCUB programs.
Work with our external partners from the community, small businesses, and general contractors to achieve the Council's small business program goals; incorporate training on Council and OEEO programs and processes to increase transparency and build rapport with external stakeholder groups. Identify any related training opportunities and resources to enable partners to expand their understanding of OEEO’s DBE and MCUB programs.
Attend key internal and external meetings as needed.
Coordinate and implement activities such as public meetings and informational presentations.
Monitor and respond to stakeholder issues and identify additional outreach methods for resolving issues.
Evaluate the effectiveness of Council outreach and engagement efforts.
Conduct stakeholder surveys and receive advisory committee and public feedback.
Report on any internal or external-related committee meetings to the Assistant Director and SBU leadership. Engage OEEO leadership to obtain input and assistance in resolving issues as appropriate and necessary.
Work with the Council's Procurement Department through bidding and awarding contracts and Council Business Units to ensure compliance with program guidelines and all rules and regulations.
Lead the development of performance metrics for consultant contracts and educate service providers about performance-based payment requirements; analyze outcomes of the contracts. Review reports from service providers and ensure contracts perform in the advancement of business development and supportive services programs.
Prepare Scope of Work (SOW) Documents for consultant contracts for inclusion in the RFP process in coordination with the Procurement team and SBU. Negotiate terms and ensure agreements meet funding requirements.
Manage communications for OEEO outreach efforts by coordinating with the Communications Department. Provide communications planning and marketing assistance. Create talking points for EDU, OEEO, and Council publications.
Supervise, coordinate, distribute work, provide work instruction, coach, monitor work, train, and evaluate performance of direct reports.
Mentor outreach staff on dealing with complex issues.
Lead special projects.
Perform other directly related duties as assigned.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of experience (in a diversity-related field) and completed education (degree field of study in human resources, social sciences, law, business administration, public administration, public policy, or closely related field:
Bachelor's degreeANDfive (5) years of experience including three (3) years of experience in a lead/supervisory/project management or management role.
Master's degreeANDthree (3) years of experience including one (1) year experience in a lead/supervisory/project management or management role.

Current or recent experience with Disadvantaged Business Enterprise (DBE) or Women Business Enterprise (W/MBE), and Targeted Group Business (TGB).
Experience collaborating and doing outreach in DBE programs.
Demonstrable knowledge of Legislation - Federal, State, and local laws, including CFR 49 Part 26 (Participation by Disadvantaged Business Enterprises).
Experience with gathering information, writing reports in plain language, and presenting information to a variety of audiences.
Certified Compliance Administrator (CCA).
Master Compliance Administrator (MCA).
Public or non-profit organization experience.
Experience certifying small businesses and determining eligibility.
Experience gathering, compiling, analyzing, and interpreting data for reporting purposes.
EEO compliance, reporting, and monitoring of data.
Experience providing support services or technical assistance to certified small businesses.
Experience in program and project management.
Experience gathering information to write unbiased narratives with findings and recommendations.
Direct experience applying knowledge of civil rights law, equal opportunity law and contract law.

What knowledge, skills, and abilities you should have within the first six months on the job:
Thorough knowledge of civil rights programs policies and regulations.
Knowledge of 49 Code of Federal Regulation Part 26 and amendments.

Knowledge of DBE/MCUB certification guidelines/business structures/balance sheets/leases/equipment and vehicle titles/stock certificates/by-laws and corporate resolutions/personal and business tax returns/personal net worth statements/rental agreements/trusts and other supporting documentation.
Knowledge of government needs and resources, resources available within the Council, resources from the federal government, and resources available from private industry to make evaluations and judgments inherent in the responsibilities.
Knowledge of transportation planning, design, construction, and urban planning concepts.

Full Salary Range: $40.86 -$61.67 hourly/ $84,989- $128,274 annually.
Working Conditions: There will be frequent travel in the Twin Cities metro area, some areas are not accessible by public transportation. A Council vehicle is available to use for those with a valid driver's license.
