Pay Range:$20 to $25 per Hour depending on experience.Schedule:8am to 4pm Monday through FridayPOSITION SUMMARY: The Data Specialist provides essential support to Early Learning Service's (ELS) internal and external stakeholders utilizing internal information management systems and/or Pennsylvania's Enterprise to Link Information for Children Across Networks (PELICAN), and any alternative electronic communication format system to provide services to children and families that ELS program supports. The Data Specialist enters required data elements for the program and maintains accurate and complete data in specified databases using information provided by program staff. Additionally, the Data Specialist provides services to end users of the information management system including, but not limited to, tasks related to state required reporting, ensuring data quality and integrity, and troubleshooting issues with the databases via a built-in ticketing system.DUTIES AND RESPONSIBILITIES:Collaborate with program staff to gather, enter, and maintain relevant early intervention data, including but not limited to referral sources, active child count, Medical Assistance (MA) information, Individualized Education Plan (IEP) ratio data, location of intervention, and service delivery into internal management systems, PELICAN, and other databases in accordance with federal, state, and program compliance mandates and benchmarks to ensure smooth, efficient, and compliant program operationsConduct periodic data audits and reviews of child- and program-related data entered into PELICAN and SPROUT, including, but not limited to child information, child referral information, funding sources, IEP dates, service information, appointment dates (transition meeting, Multi-Disciplinary Evaluation team (MDE) meeting, IEP meeting), delivered service dates, compliance related dates, staff information including, but not limited to, agency and credentialing information to ensure the quality and integrity of the dataUtilize ELS's "ticketing system" built within Elwyn's SPROUT database to record and issue a reference number (a.k.a. ticket number), record reported issues, who reported issue, contact back information, reported date, and progress on the reported issue; indicate whether the ticket is open or closed; run reports based each issue category by recording detailed information about the user's issue solution requirements via phone, video, email; document each diagnostic step including, but not limited to, troubleshooting the issue(s), running diagnostics, and all communication with the user reporting user issues; research and investigate the issue by researching previously identified solutions within the ticketing system and implement steps to facilitate issue resolution; report on any trends in the data (e.g., how many users have issues with passwords, how many are not inputting service dates correctly/timely, duplicate records needing merging, etc.)Provide formal and informal training and support on running reports, merging duplicate files, pulling up regional data including, but not limited to child information, child referral information, funding sources, IEP dates, service information, appointment dates (transition meeting, MDE meeting, IEP meeting), delivered service dates, untimely reporting, and compliance related dates to various end-users including, but not limited to, Local Education Agency (LEA) Representatives, LEA Special Instructors, LEA Speech-Language Pathologists, supervisors, administrative support and intake staff, and contracted agency personnelCollect and pull program data and requested, including but not limited to child information, child referral information, funding sources, IEP dates, service information, appointment dates (transition meeting, MDE meeting, IEP meeting), delivered service dates, and compliance relat d dates, and create weekly, monthly, quarterly, and annual reports for reports to funders and to identify trends in order to take corrective action and meet compliance requirementsAssist with the continuous monitoring, updating, data entry, and completion of informational reports through activities including, but not limited to, child information, child referral information, funding sources, IEP dates, service information, appointment dates (transition meeting, MDE meeting, IEP meeting), delivered service dates, and compliance related dates to ensure the program is meeting state and federal early intervention compliance mandatesAssist program leadership to create ad-hoc reports, as requested, using data from various database system reports to formulate one report by merging data from multiple reports for ease of reference and usePerform other duties as assignedIMMEDIATE SUPERVISOR: Business AnalystDIRECT REPORTS: NoneCONTACTS: Staff, state employees, provider agencies, contractors, and vendorsEDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:High school diploma or Graduate Equivalency Diploma (GED); data entry certification preferredOne (1) year of experience in a data entry/data management roleOne (1) year of experience related to relational databases performing tasks including but not limited to troubleshooting user issues, reporting, training users, and report writingKnowledge of various computer hardware and software including, but not limited to, intermediate knowledge in Microsoft Excel;
