This position ensures that properties are operated in accordance with regulatory requirements. Responsible for tracking all HUD and USDA/RD regulations related to Multifamily, Section 202, Section 811, Public Housing, Section 514/516, Low Income Housing Tax Credits (LIHTC) and Washington State Housing Trust Fund (HTF), ensuring CCHS policies and practices are in regulatory compliance.Responsibilities:Manage reporting and compliance related to HUD regulations as states in the HUD 4350.3 with regards to subsidized housing occupancy, management, re-certification, EIV, MOR and REAC inspections.Manage reporting and compliance related to USDA/RD regulations as states in the HB-2-3560 with regards to subsidized housing occupancy, management, recertification, income verification, MINC and property inspections.Assist as needed with the review of all tenant files for LIHTC Certifications, Recertification's, and Self Certifications to ensure accuracy, completeness, and eligibility. CCHS contracts with Yardi RightSource for compliance services.Assist as needed with the review of all tenant files for HTF Certifications, Recertification's, and Self Certifications to ensure accuracy, completeness, and eligibility. CCHS contracts with Yardi RightSource for compliance services.Assist as needed with the review of all tenant files for HUD Multifamily and Public Housing Annual Certifications and Re-Certifications to ensure accuracy, completeness, and eligibility. CCHS contracts with Yardi RightSource for compliance services.Review property manager policies and procedures, and documentation and update as needed to ensure ongoing compliance with HUD, Public Housing, USDA/RD, LIHTC and HTF.Ensure that resident selection, leasing and waiting lists follow all laws. Assure that the policies are correct for each program. Ensure that the policies are correct for each program as set by the funder. Establish and implement a standardized tenant screening process and a tenant appeals process for CCHS-managed properties.Review and approve/deny Reasonable Accommodation Requests, transfers, and other special requests from tenants for CCHS-managed properties.Coordinate staff training related to LIHTC as stated in Section 42, HUD regulations as stated in the HUD 4350.3 regarding subsidized housing occupancy, management, re-certification, EIV, MORs, and REAC inspections, USDA/RD regulations as stated in the HB-2-3560.Coordinate with Asset Management on reporting to the Combined Funders Web Based Reporting System (WBARS).Keep Associate Director of Property & Asset Management informed by providing regular, written reports and meetings as needed.Perform other related duties and responsibilities as required.Job Requirements:The following requirements are those that are normally required for the performance of this position.
