The Opportunity
The purpose of the Caribbean Resilient Economies and Sectors Activity is to reduce constraints to climate and disaster finance, and increase investments in climate and disaster resilience across priority sectors. The Capacity strengthening and MECLA Specialist is responsible for effectively monitoring and surveilling indicator data. They will ensure that capacity strengthening and learning activities contribute to replicating and scaling up successful interventions.
As the MECLA Specialist, you will be responsible for leading and managing the key monitoring evaluation and learning aspects of the RESET project. You will work closely with the Abt home office, USAID teams in DC and at local missions, the Chief of Party, other project staff, and representatives from other USAID implementing partner operated activities and international donor stakeholders to ensure that USAID’s assistance is country-led and informed by empirical evidence, analysis, and best practice to advance countries’ priorities.
Core Responsibilities
Direct the Project Team in managing MECLA activities and reporting for the project.
Support Embedded Experts and Resilience Leads to develop capacity strengthening interventions and facilitate knowledge sharing to inform Caribbean RESET activities and disseminate lessons learned.
Directly support capacity strengthening work to support target countries in designing, implementing, and monitoring their obligations.
Develop the project’s Monitoring, Evaluation, Learning (MEL) structure and systems to facilitate and ensure all project awards collect and report on impact, output, outcome and program management indicators. This includes standardized reporting, performance monitoring, and evaluation for the project, and integrating performance data into program management and adaption plans.
Lead the operation of the project’s MEL systems including preparation of internal and external MEL reports.
Provide oversight for the collection of and reporting on impact, output, outcome and program management indicators.
Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
Analyze project Monitoring and Evaluation (M&E) data for benchmarking and to identify trends and outliers.
Support Technical Leads to observe Activity interventions and outcomes and share insights from monitoring data.
Guide the development and distribution of meaningful strategic communication/advocacy tools and products, drawing from M&E data.
Participate in strategic planning and work planning meetings.
Ensure clear communications with clients and stakeholders about project activities and accomplishments.
Interact directly and on a regular basis with USAID to coordinate program direction and ensure strategic alignment, collaborative learning, and successful adaptive management.
What We Value
Bachelor’s Degree + 5 years of relevant experience, or master’s degree + 3 years of relevant experience, or PhD + 0 years of relevant experience.
At least 5 years of experience working on M&E methods for USAID projects. Experience managing M&E for a global program is highly preferred.
Familiarity with key climate resilience indicators such as the GCC standard indicators.
Proven capacity to communicate M&E data in accessible and engaging ways – experience in innovative visualization of results highly preferred.
Demonstrated expertise and experience in data utilization strategies and ability to identify innovative data sharing techniques.
Solid analytical skills and ability to use MS Office, SPSS/STATA, qualitative analysis packages, and MS Excel.
Demonstrated progressive experience as a M&E Specialist, or similar senior MECLA role on a multi-year, multi-country USAID project of similar, scope, and complexity to the RESET project.
M&E experience in at least one of the following: climate adaptation, environment, agriculture, and food security, and/or climate policy planning and implementation.
Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders including USAID DC-based team, senior Mission personnel, embassy officials and other local in-country stakeholders.
Bachelor’s or advanced degree in international development, environmental policy, climate change adaption, political science, sociology, economics, statistics, business, public administration, organizational development, communications, or related field.
Excellent interpersonal, communication, and leadership skills, including the ability to manage relationships and motivate staff.
Ability to multi-task and strong teamwork skills.
Fluency in written and spoken English required.
This position is full-time (100%) and reports to the Chief of Party for RESET.
