Scope:
The Benefits & Leave Administrator is directly responsible for the overall day to day administration, coordination of agency benefits and leaves.
Essential Functions
Maintains knowledge of legal requirements and government reporting requirements to ensure benefit plans are in compliance.Coordinate daily benefits processing. Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, etc.Serve as primary contact for plan vendors and third-party administrators.Coordinate transfer of data to external contacts for services, premiums and plan administration.Evaluate and revise internal processes to reduce costs and increase efficiency.Document and maintain administrative procedures for assigned benefits processes.Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.Adhere to laws, rules and regulations, including personal data privacy regulationsResponsible for administering employees LOA following all federal and state guidelines, including; Determining the applicable laws, reviewing organizational policies, procedures and practices, approving or disapproving LOAs and documentation, taking actions as the situation progresses, and performing ongoing evaluation and analysisParticipate in any legal cases regarding benefits and/or leaves.Oversee maintenance of employee benefits files, maintain group benefits databases and update employee payroll records.Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.Allocate group health and dental claims monthly and review quarterly.Design and distribute materials for benefits orientations, open enrollment and summary plan descriptions.Work under tight deadlinesResponds to staff inquiries regarding benefits.Administers 401(k) plan including quarterly enrollment, annual compliance testing, annual audits, government filings, hardship withdrawals and QDRO requests.Reconciles all benefit billing and processes payments to AP for timely payments.Participate in new hire onboarding activities.Conduct file review and supply data for monitoring and organizational standards. Participates on committees and special projects and seeks additional responsibilities.Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.Perform work in a professional manner that upholds Wayne Metro's policies and procedures.Other duties as assigned.

This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.
Minimum Qualifications:
Bachelor's degree OR a combination of education and experience that is similarly equivalent.
3-5 years benefits administration
Experience supporting organizations with 500+ employees
Experience with FMLA and LOA administration
PHR/SPHR or SHRM-CP/SHRM-SCP Certification strongly preferred.
Knowledge of/ability to learn various HRIS programs.
